Three committee meetings take us into the weekend when we spring forward and get more sunlight at the end of the day. Highlights include mulitiple discussions on the Commission on Police Practices, an update on “granny flat” permits and a discussion on The Strategic Alliance of Ethnic Chambers.
Public Safety and Livable Neighborhoods Committee Meeting – Mar. 10, 2021 – 9 a.m.
Councilmember Monica Montgomery-Steppe leads the Public Safety and Livable Neighborhoods Committee meeting which will discuss several items related to the Commission on Police Practices in addition to other items on the agenda. On November 3, 2020, City of San Diego voters approved Measure B to establish the Commission on Police Practices.
Item 3 – Ordinance Establishing the Office of the Commission on Police Practices – This item proposes the creation of the Office of the Commission on Police Practices which will support the Commission on Police Practices. An Executive Director will serve as the administrative director of the department. The Executive Director is appointed by the City Council, which also establishes the initial annual compensation of the Executive Director. Following appointment, the Executive Director serves at the direction and will of the Commission. The Executive Director will also serve as the appointing authority for additional employees assisting the Commission, who must be appointed and serve in accordance with the provisions of the City Charter and ordinances of the City Council, including the City’s Civil Service Rules.
Item 4 – Resolution Appointing Sharmaine Moseley as Interim Executive Director of the Interim Commission on Police Practices – The Interim Commission on Police Practices recommended to the PS & LN Committee to appoint Sharmaine Moseley to serve as Interim Executive Director of the Commission during the period before it is formally constituted.
Item 5 – A Resolution of the Council of the City of San Diego Approving Interim Standard Operating Procedures for the Commission on Police Practices – This item seeks approval of the Interim Standard Operating Procedures for the Commission on Police Practices. These procedures include a Commission case review, shooting review and in-custody death.
Also included in the 10 items on the agenda are Municipal Code Amendment for Proposed Park Curfew Implementation (Item 8) and an Overview of the San Diego Urban Area Security Initiative (Item 9).
Economic Development and Intergovernmental Relations Committee Meeting – Mar. 10, 2021 – 2 p.m.
Councilmember Raul Campillo Chairs the ED & IR Committee Meeting which features three informational items on Wednesday.
Item 1 – Strategic Alliance of Ethnic Chambers COVID-19 Small Business Outreach – The Asian Business Association San Diego, the Central San Diego Black Chamber of Commerce and the San Diego Hispanic Chamber of Commerce constitute The Strategic Alliance of Ethnic Chambers. The Alliance will present information on outreach efforts in 2020.
Item 2 – Arts and Culture Citywide Impact 2020 – The City’s Commission for Arts and Culture will mapo the reach of the City of San Diego-funded Arts and Culture Organizations.
Item 3 – FY 2020 San Diego Tourism Marketing District Performance Report – The San Diego TMD presents its Annual Performance Report summarizing goals, accomplishments, expenditures and returns on investments.
Land Use and Housing Committee Meeting – Mar. 12, 2021 – 1 p.m.
Council President Pro Tem Stephen Whitburn presides over the LU & H Committee Meeting with three items on the agenda.
Item 3 – Accessory Dwelling Units – The Development Services Department will present an updated on new regulations, the permit process and implementation.
The Committee will also address a lease between the San Diego Housing Commission and the City for 1122 Broadway, Ste 200 (Item 1) and Flat Rate Lease Agreement with MYF Properties for 26.2 Acres on Montgomery-Gibbs Executive Airport (Item 2).
