Four committee meetings fill the rest of the week. Councilmembers will hear topics including fraud, the Communications Department, City land acquisition and NAVWAR Revitalization.

Audit Committee Meeting – June 9, 2021, 9 a.m.
The Audit Committee led by Councilmember Vivian Moreno lists six items on the agenda.
Item 1 – Discussion Audit Committee Review of the Confidential Audit Reports – This item is a discussion on whether the Audit Committee should create an ad hoc subcommittee of the Audit Committee to discuss the confidential recommendation follow-up report recently issued by the City Auditor. This item will also include a discussion of the City Council’s ability to discuss confidential audit reports and corresponding confidential recommendation follow-up reports issued by the City Auditor.
Item 2 – Establishment of an Ad Hoc Subcommittee- of the Audit Committee to Determine City Auditor Performance Measures - The Audit Committee may form an ad hoc subcommittee to develop and and make recommendations on performance measures for the City Auditor’s employment. These performance measures would be used during the annual performance review process. They would also provide the Audit Committee with a tool for evaluating the work of the City Auditor and would provide the City Auditor with clear guidance on annual employment goals that should be met.
Item 4 – Quarterly Fraud Hotline Activity Report – FY 2021 Quarter 3 - The objective of the Fraud Hotline is to provide a means for City employees or residents to confidentially report any activity related to City personnel, resources, or operations for which instances of fraud, waste, or abuse are suspected. Status updates are provided on hotline cases in addition to information on all hotline activity for the quarter. State law requires the identity of the individuals reporting the improper government activity and the subject employees to be kept confidential.

Rules Committee Meeting – June 9, 2021, 2 p.m.
The meeting of the Rules Committee has one item on the agenda.
Item 1 – Informational Item on Role of Communications Department - This item is an opportunity for Committee members and members of the public to review the operational function of the Communications Department and how it supports and serves the needs of San Diego residents, visitors, City departments and programs, City employees and partner organizations.
Land Use and Housing Committee Meeting – June 10, 2021, 1 p.m.
Council President Pro Tem Stephen Whitburn leads the LU & H Committee Meeting which has seven items on the agenda.
Item 5 - Declare multiple parcels of City-owned real property located throughout the City of San Diego “surplus land” pursuant to California Government Code sections 54220-54234 - AB 1486 was approved by the California Governor on October 9, 2019, and subsequently amended, commonly known as the Surplus Land Act. One of the new requirements, as set forth in Surplus Land Act Guidelines, is that City Council declare real property “surplus land” or “exempt surplus land” before the City may take any action to dispose of it. The parcels are listed in Exhibit A in the staff report.
Item 6 – Acquisition of an Approximate 40-Acre Parcel of Undeveloped Land in Unincorporated San Diego County with APN 242-140-04 – This item seems to enter into a Purchase and Sale Agreement for the acquisition of an approximate 40-acre parcel of undeveloped land located north of Highway 78 in the San Pasqual Valley (Assessor’s Parcel Number 242- 140-04) in an unincorporated portion of San Diego County. The parcel has no legal access, is surrounded by lands owned by the City of San Diego which has been established as open space for watershed purposes and has been offered for sale by the property owners.
Item 7 – City of San Diego First-Time Homebuyer Program - The San Diego Housing Commission will present an informational report about the City of San Diego’s First-time Homebuyer Program, which the Housing Commission administers. The Housing Commission offers deferred-payment loans, homeownership grants, and mortgage credit certificates to help low- and moderate-income families buy their first homes.

Economic Development and Intergovernmental Relations Committee Meeting – June 11, 2021, 9 a.m.
Councilmember Raul Campillo chairs the ED & IR Committee meeting with two items on the agenda.
Item 1 – NAVWAR Revitalization Project Update – The Navy is considering plans to maximize the value of approximately 70.5 acres of Federal property in the Midway area to support NAVWAR needs. The potential redevelopment could bring additional economic benefits to the region through the construction and operation of new commercial, residential, and transportation facilities. The Navy strongly encourages all San Diegans to review the EIS information and make public comment by July 13, 2021.
Item 2 – Cannabis Business in San Diego - This is an informational item regarding Cannabis Business in San Diego, providing an update regarding current status and forecast of potential policy and regulatory framework changes, including those to support development of a future cannabis equity program
