The People's Business - January 28, 2022

We’ve made it through the first month of 2022!  In wrapping up January, the City Council will hear an audit on the City’s General Fund User Fees and whether they are appropriately adjusted.   They’ll also receive an update on the search for a new Independent Budget Analyst.  Councilmembers will also convene for a special closed session on items pertaining to 101 Ash and Civic Center Plaza.  A special meeting for public comment and other comments begins at 9 a.m.

9 a.m. -  Special Meeting for City Attorney comment, public comment, and City Council discussion of the content of the Special Closed Session Docket - Agenda


10 a.m. – Special Closed Session - Agenda


The City Council will convene for a Special Meeting on Monday, January 31, 2022 at 10 a.m.  This Special Meeting will provide the public with an opportunity to comment on the closed session agenda in open session prior to the City Council convening into closed session.

City AuditorItem 200 - Performance Audit of the City’s General Fund User Fees – The City of San Diego charges fees for a variety of services it provides. The City collects approximately $22 million per year in user fees for over 500 General Fund programs and activities, ranging from permit fees for police-regulated businesses to fees for recreational activities.  The objectives of this audit were to determine whether the City’s General Fund user fees have been regularly and appropriately adjusted as required by Council Policy 100-05, as well as to determine whether the City consistently and accurately identifies City services that require establishment of a user fee.  The report includes three findings and three recommendations.

Item S400 - Update Regarding the Independent Budget Analyst (IBA) Recruitment and Call for Community and Councilmember Input Regarding Preferred Skills and Qualifications – This item will provide an update regarding the Independent Budget Analyst (IBA) recruitment process.  It also seeks input from Councilmembers and community members at the Council meeting.  Council President Elo-Rivera is hosting a second virtual community forum regarding the search for the new IBA on Saturday, February 5, 2022. 


 


 


San VicenteItem S401 - Fourth Amendment to the Agreement with Dr. David Victor for Energy Market Expert Review Services Regarding the San Vicente Hydroelectric Pumped Storage Project –  In October 2013, the City of San Diego and the San Diego County Water Authority entered into an agreement to explore the feasibility and economic viability for construction of a large hydropower project.  A report commissioned by the agencies concluded that constructing a 500 megawatt hydroelectric plant at San Vicente reservoir can potentially generate net revenues up to $3 billion over the life of the project.  This Fourth Amendment to the Agreement for Consultant Services for Energy Market Expert Review with Dr. David Victor to extend the duration of the services through August 22, 2025 and to increase the amount by $200,000, bringing the total not to exceed amount of the agreement to $680,000.


 


Item S402 - Resolution Approving the Joint Agreement Between the City and San Diego Municipal Employees Association, AFSCME Local 127 Regarding the Unwinding of Proposition B for Current Employees Hired on or after July 20, 2012 and Before July 10, 2021 and the Extension of Certain Terms of the Tentative Agreement to Similarly Situated Unclassified and Unrepresented Employees - This action approves, by resolution, the joint agreement with the Municipal Employees Association, AFSCME Local 127, regarding the unwinding of Proposition B for current employees hired on or after July 20, 2012 and before July 10, 2021 who are currently in the SPSP-H plan.  This action also approves by resolution, the extension of certain provisions of the Tentative Agreement to similarly situated Unclassified and Unrepresented Employees.
