Two committees meet this week.  The Audit Committee will feature it’s the quarterly fraud hotline report.  The Active Transportation and Infrastructure Committee will consider authorizing funds for storm drain repairs, creek restoration and CIP projects.

Item 1 - Quarterly Fraud Hotline Activity Report – Fiscal Year 2022 Quarter 2 – The City Auditor reports the status of Fraud Hotline cases to the Audit Committee on a quarterly basis as required by the San Diego Municipal Code. The objective of the Fraud Hotline is to provide a means for City employees or residents to confidentially report any activity related to City personnel, resources, or operations for which instances of fraud, waste, or abuse are suspected.

Item 2 - Performance Audit of the City’s Financial Condition as of Fiscal Year 2020 – Financial analysis using financial ratios can be used to draw meaning and thus give a voice to financial statements.  To objectively assess and report the City of San Diego’s financial condition, the Office of the City Auditor used a well-regarded 10-point test comprised of ten financial ratios designed to assess performance in four areas: financial position, revenues, debt, and capital assets.


 


Item 3 - Fiscal Year 2021 Annual Comprehensive Financial Report (ACFR) – The Annual Comprehensive Financial Report is a report prepared every year by the Department of Finance that includes the financial statements of all funds of the City and its Component Units, including disclosures that complement the financial statements, statistical information, management’s discussion and analysis and other supplementary information.  This item presents the report and requests that it be received by and filed with the City Council. 


 


Item 4 – City Auditor’s Monthly Activity Report – This report provides information on the Office of the City Auditor’s activities as of December 31, 2021. This includes any audit reports issued during the month of December 2021, the status and stage of current audit projects, and a list of planned audits that have not yet started.

Item 1 - Authorize the use of City Forces for ten pipe repair projects and expend Capital Improvement Program (CIP) Budget funds from CIP ACA00001 not to exceed $4,497,609 to ten pipe repair projects for City Force Work expenses; Authorize two new standalone Creek Restoration CIP projects and the transfer of $500,000 in CIP ACC00001 to S-22008 and S-22009 to fund preliminary design and planning activities – This item would adopt a resolution authorizing the Mayor to use City Forces to complete various projects including storm drain and pipe repair, creek restoration, revitalization and other Capital Improvement Projects.


 


Item 2 - As-Needed Dam and Outlet Tower Condition Assessment - 2021 with GEI Consultants, Inc. (H207068) – This action is for approval of a five year Agreement with GEI Consultants, Inc. for As-Needed Engineering Services to support the Public Utilities Department in an amount not-to-exceed $5,000,000. The as-needed engineering consultant will be used to provide specialized technical services in areas of dam and outlet tower condition assessment and design.

Item 3 - Active Transportation and Infrastructure Committee Priorities for Calendar Year 2022 – This item provides an opportunity for Committee Members and the public to provide their priorities for the Committee for Calendar Year 2022. The feedback will be used to create the annual work plan for the Active Transportation and Infrastructure Committee.
