Councilmembers will also hear a renewal of the Downtown Property and Business Improvement District and an item to increase fees at city parking meters.

Item 200 - Renewal of the Downtown Property and Business Improvement District
The State of California Property and Business Improvement District Law of 1994 authorizes cities and counties to establish and renew property and business improvement districts for the purpose of promoting economic revitalization and physical maintenance of improvements.
This item would initiate the process to renew the Downtown Property and Business Improvement (PBID). The Downtown San Diego Partnership in conjunction with property owners developed a proposal to renew and expand the District which will add 10 additional blocks consisting of approximately fourteen parcels in the PBID for a ten-year term.

Item S400 – Proposed Parking Meter Fee Increase
The City currently manages approximately 5,300 metered parking spaces, the majority of which charge an hourly rate of $1.25 between the hours of 8 a.m. to 6 p.m., except for Sundays and holidays.
The recommended action proposes to increase all current hourly parking meter rates across the City by 100%, up to $2.50 per hour, as allowed under the Municipal Code.
If approved, the proposed parking meter fee increase effective February 1, 2025, $4.0 million in new revenue could be collected through the remainder of FY 2025, and at least $9.6 million annually beginning in FY 2026.
The additional revenue generated from the fee increase would fund eligible transportation projects (e.g., street improvements, traffic control, bikeways, pedestrian features, etc.), parking enforcement, street sweeping and other right-of-way maintenance, parking studies, among other uses within parking districts thereby offsetting General Fund expenditures that would otherwise be required for those improvements/services.
Item 202 - Appeal of the Adelante Townhomes Project, Project No. 1073585
This action is an appeal of the Adelante Townhomes project. The project proposes a Process 4 Coastal Development Permit and a Tentative Map action to demolish an existing office building.
It would also subdivide one lot into 13 residential condominium units and one commercial unit and construct one new two-story mixed-use building.
The building will be comprised of 13 multi-dwelling units (including one for-sale very-low-income affordable dwelling unit), as well as 1,060 square feet of commercial space, and a basement level parking garage.
The 0.3-acre site is located at 5575 La Jolla Boulevard in the La Jolla Planned District-4 Zone (LJPD-4) and Coastal Overlay Zone (Non-Appealable 2) within the La Jolla Community Plan area.
