The People’s Business – January 13, 2025

Tuesday’s Council meeting features two informational items that look at the City’s long-term financial outlook for the Budget and the Public Utilities. Councilmembers will also consider pass-through water purchase increases for the coming year and the next five years.

Item 30 – Ray Lebron Day

This item recognizes a San Diego resident who has donated 33 gallons of blood over 18 years.

 
Item S500 – Karen new year

This item celebrates Karen New Year. It is one of the ethnic group’s major holidays to celebrate the completion of the annual Asian rice harvest and will host a gathering at Colina del Sol Community Park on January 11.

 
Item S501 – IATSE Local 122 Day

This item honors the local chapter of the International Alliance of Theatrical Stage Employees for 120 years of providing highly trained, professional, and reliable technicians who ensure the success of countless productions throughout the region.

 
Item S503 – Chief Jodie Pierce Day

This item celebrates Chief Jodie Pierce for her 22 years of dedicated service to the City of San Diego and her leadership of the Emergency Medical Services Division.

 

Discussion Items to be heard at 10 a.m. session

Item 330 – Amended and Restated Design, Construction, and Reimbursement Agreement Between the City of San Diego and the East County Advanced Water Purification Joint Powers Authority

This item would approve an amended and restated design, construction and reimbursement agreement between the City and the East County Advanced Water Purification JPA. It would also increase the CIP budget and expend an additional $54,259,802 on an amended Design, Construction and Reimbursement Agreement.

Item 331 – Fiscal Year 2026-2030 Five-Year Financial Outlook

The City of San Diego Fiscal Year 2026-2030 Five-Year Financial Outlook Report is a long-range fiscal planning guide and serves as the framework for the development of the FY 2026 Adopted Budget for the General Fund. The purpose of the report is to provide an outlook of the City’s General Fund finances over the next five years as forecasted. This is an informational item.

 
Item 332 – Public Utilities Fiscal Year 2026-2030 Financial Outlook

The Public Utilities Department Fiscal Year 2026-2030 Five-Year Financial Outlook is provided to guide long-range planning, inform the financial plan for a cost-of-service study and serve as the framework for the development of the Fiscal Year 2026 Proposed Budget for the Water and Sewer Revenue Funds. The purpose of this report is to provide an overview of the Public Utilities Department’s long-range financial needs and to guide programmatic decisions. This is an informational item.

Item 333 – Authorization to set a Public Hearing Date to Approve 2025 San Diego County Water Authority Rates Pass-Through and Pass-Through Authority for Five Years

This item requests authority to pass through water purchase cost increases of the San Diego County Water Authority (SDCWA) incurred by the Public Utilities Department to Public Utilities Department water customers, an increase of 5.5% effective May 1, 2025. It would also authorize automatically passing through future rate increases approved by SDCWA’s board beginning on May 1, 2025, and continuing through January 1, 2029.
