Councilmembers will consider an appeal of the approval of the Del Mar Heights Elementary School reconstruction project.  A recruiter will also update the Council on the recruitment of the Independent Budget Analyst.  An honorary street naming for former Councilmember Tom Hom will also be considered.

Tom Hom 


23 items fill the Consent Agenda, mostly second readings of matters previously passed by the Council.  One item recognizes former Councilmember Tom Hom with an Honorary Street Naming.  Mr. Hom was the first Asian American and minority resident to be elected to local office.  If approved, an honorary street sign bearing his name will be installed at the intersection of Market St. and Third Ave.


 


 


 


Councilmembers will consider three ceremonial proclamations at Tuesday’s meeting:


La Jolla Surf Diva Day honors two sisters who have maintained a surf shop and school in La Jolla for 25 years.


Detective Jack Schaeffer Day recognizes a police detective with over 33 years of service and leadership to the Police Department and the City of San Diego.


United Taxi Workers of San Diego Day celebrates the 12th Anniversary of the taxi workers union which has organized and supported drivers in their work across the city.


 


On to the Discussion Agenda…


Item 330 - Authorization for the Public Facilities Financing Authority of the City of San Diego Sewer Revenue Bonds – The Debt Management Department requests the issuance of $280 million in bonds over the next two to three years.  The funds raised would pay for capital improvement projects as well as refund previously issued bonds since current rates provide lower interest rates.


 


Item 331 – Sixteenth Recognized Obligation Payment Schedule, July 1, 2022, through June 30, 2023, and Associated Annual Successor Agency Administrative Budget – This item pertains to the process of winding down the operations of the former Redevelopment Agency of the City.  This action is in accordance with AB 26 and AB 1484 enacted in 2011 and 2012 respectively.  The Sixteenth Recognized Obligation Payments Schedule addresses revenue and payments for the fiscal year beginning on July 1, 2022, and ending on June 30, 2023.

Item S501 - Creation of Ad Hoc Working Group for Independent Budget Analyst Recruitment (IBA), and Informational Update Regarding the IBA Recruitment Process – With this item, the Office of the Council President will provide Council the opportunity to discuss and create of an Ad Hoc Working Group for recruitment on an Independent Budget Analyst consisting of Council President Sean Elo-Rivera, Council President Pro Tem Montgomery Steppe, Councilmember Cate, and Councilmember Campillo.  Additionally, the recruiter will present the Council with an update on the current recruitment process.

Item 332 - Appeal of the Planning Commission Decision to Approve the Del Mar Heights Elementary School Rebuild Project No. 666025 – This item seeks to appeal the Planning Commission’s approval of permitting for the reconstruction of the Del Mar Heights Elementary School.   The organization Save the Field argues, in part, that the project will have adverse impacts on sensitive land and does not conform with the City’s Certified Local Coastal Plan.  City staff reviewed appeal issues and found them not to be valid.


 


 


 


CoastItem 333 - California Coastal Commission Amendments to the Inclusionary Affordable Housing Regulations -   On December 10, 2019, the City Council adopted the Inclusionary Affordable Housing regulations as amendments to the Municipal Code and Local Coastal Program.  State law requires the California Coastal Commission (CCC) to certify the code amendments to the LDC before these can be effective in the Coastal Zone.  City and CCC staff worked collaboratively on three modifications which include an increase to the applicability of the program for projects in the Coastal Overlay Zone and changes to two types of off-site alternative compliance measures.
