City Council - Tuesday, Jan. 26
Tuesday's meeting officially starts at 9 a.m. and Councilmembers will discuss the closed session agenda. At about 11 a.m., they will proceed with the Council Meeting agenda and the Housing Authority agenda. Five ceremonial proclamations will honor postal workers, election heroes and more. Four items are listed on the consent agenda.
Eviction Moratorium Extension (Item S500) - The Council will consider an extension of the Residential and Commercial Eviction Moratorium Due to the Declared State of Emergency from COVID-19. The proposal will provide relief for residential and commercial tenants who face challenges paying rent due to lost income and medical expenses due to the pandemic.
Funding for Operation Shelter to Home (Item 332) - This item seeks to extend funding of Operation Shelter to Home through March 2021, which would pay for shelter services at the San Diego Convention and Exhibition Center. Current COVID-19 restrictions prevent large events at the Convention Center. $5,671,651 in funding will come from the Homeless Emergency Aid Program (HEAP) Block Grant and the Community Development Block Grant (CDBG) Programs.
State and Federal Legislative Platform (Item 332) - The Mayor's office presents the resolution asking approval for his 2021 State and Federal Legislative Platform, which will include three overarching principles:
- Promote Social Justice, Equity and Inclusive Economic Development
- Preserve Local Control
- Support Fiscal Stability and Funding Opportunities
This was unanimously supported at the Economic Development and Intergovernmental Relations Committee (ED & IR) meeting on January 13.
Arts and Culture Non-Profit Relief (Item 331) - The Council will consider this proposal from the City's Commission for Arts and Culture to redirect nearly $270,000 to qualified nonprofits. The grants will provide $15,000 grants to 18 eligible, qualified arts and culture organizations. These funds were originally awarded to nonprofits but some have declined them due to COVID-19 restrictions.
Approval of Affordable Housing Bonds (Items 334, 335, 336) - Councilmembers vote on issuing revenue bonds for mulitfamily housing projects:
- 3 Roots Apartments - $58,000,000 in revenue bonds to build a new 178-unit affordable housing development in Mira Mesa
- Bandaar Salaam Apartments - $13,500,000 in revenue bonds to rehabilitate the 68-unit apartment complex in the Fox Canyon neighborhood for affordable rental housing
- ShoreLINE Apartments - $36,500,000 in revenue bonds to help develop a 153-unit affordable housing project in Grantville
Amendment to Legal Services Agreement (Item 330) - This is the first amendment to the agreement with the law firm Nave Riback Silver & Wilson on a variety of legal practice areas. The amendment increases the total not-to-exceed $500,000 from the previous $250,000.
Finally, the Council will also double as the San Diego Housing Authority. In that capacity, it will need to provide duplicate approvals or the three affordable housing bond items mentioned above.
