The People’s Business – February 7, 2025

The Council holds a regular meeting and a special meeting on Monday. During the afternoon, Councilmembers will consider proposed options for shelters to provide for individuals experiencing homelessness. At 6 p.m., a Special City Council meeting will focus on the budget for the coming fiscal year. San Diego residents are urged to provide their input on the budget.

Item 200 - San Diego Fire-Rescue Department 2025 Fire Season Outlook and Emergency Preparedness

The Fire-Rescue Department will present information to the City Council regarding staffing levels, coordination efforts with other city departments for fire hazard abatement, evacuations and general emergency readiness, and the outlook for the 2025 fire season.

The Department’s Wildland Management and Enforcement Program will also be a focus. This program includes proactive initiatives such as doorto-door brush inspections, structure risk assessments, complaint management, and vacant lot weed abatement.

Additionally, the Department will discuss programs that support fire-safe councils and promotes the Ready-Set-Go program, which educates residents on wildfire preparedness and evacuation planning.

 

Item S400 - Input on Exploring Potential Shelter Opportunities for Homelessness Services

The City of San Diego currently funds approximately 1,630 traditional shelter beds and over 770 Safe Sleeping beds. The City has continued to see shelter occupancy hover at or near capacity each night. Given the need for more shelter space, the City has worked in collaboration with local partners to seek new resources for individuals experiencing homelessness. This item request support for proposed shelter opportunities and seeks direction on next steps.

Item S600 - Updated City Council Budget Priorities

Per the City Charter, the first step for the City Council in the City’s annual budget process is the development of the annual Budget Priorities Resolution.

The annual Budget Priorities Resolution is first developed and approved in the fall; and Council also has the opportunity to update its initial Budget Priorities Resolution in February. This annual resolution has been approved by the City Council each year since 2006, and its development is included in the FY 2026 Budget Development and FY 2025 Budget Monitoring Key Dates, which was approved by the City Council on November 12, 2024.

This item would accept IBA Report 25-05 with any desired modifications, and direct the IBA to deliver that report, together with each Councilmember’s FY 2026 budget priorities memorandum update, to the Mayor’s Office for consideration during the preparation of the FY 2026 Proposed Budget.
