Item 200 - Fiscal Year 2025 Mid-Year Budget Monitoring Report
The purpose of the Fiscal Year 2025 Mid-Year Budget Monitoring Report is to provide the City Council, and the public, with an update of revenues and expenditures for funds with budgeted personnel expenditures.
This item would approve a resolution amending appropriations in the Fiscal Year 2025 Budget in accordance with recommendations in the Fiscal Year 2025 Mid-Year Budget Monitoring Report.

Item 201 - Adopt Parks and Recreation's Fiscal Year 2026 User Fee Schedule
User fees may be updated annually as a part of the budget process, and adjustments can be scheduled to increase based on Consumer Price Index (CPI) or other annually adjusted inflators, if applicable, until the next study is performed.
Item 202 - Fiscal Year 2026 Comprehensive User Fee Analysis
Per City Council Policy 100-05, the City of San Diego performs a comprehensive user fee study every three to five years.
The purpose of the study is to identify the cost of service for activities that charge user fees and to develop target cost recovery rates that bring existing fees in-line with full or partial cost recovery, depending on City policy goals.
The recommended action proposes additions and adjustments to department’s user fees for the purpose of recovering costs incurred in providing goods and services.
Item S400 - City of San Diego Fiscal Years 2026-2030 Five-Year Capital Infrastructure Planning Outlook
The City of San Diego FY 2026-2030 Five-Year Capital Infrastructure Planning (CIP) Outlook provides information on policy, regulatory, and other criteria used by Asset Managing Departments in determining capital infrastructure needs, as well as the basis for revenue projections of capital funding sources, and other considerations relevant to managing a citywide capital program.
The CIP Outlook is written to follow the annual release of the Five-Year Financial Outlook to help drive more effective long-term infrastructure planning. Information in this outlook reflects feedback collected via public outreach to communities through Aug 2024 and input from AMDs, the Mayor’s office, and Council Members.
Item S401 - Fiscal Year 2025 Capital Improvements Program (CIP) Mid-Year Appropriation Adjustments for General Fund Asset Types
The FY 2025 Capital Improvements Program (CIP) Mid-Year Appropriation Adjustments for General Fund Asset Types includes a request for City Council to approve budget adjustments that supplement the City’s capital budgeting and internal monitoring processes.
This item would authorize a resolution approving the requested CIP budget revisions as outlined on the attachments to the report.
