Councilmembers will consider changes to the municipal code relating live event worker safety on Tuesday. They will also get regular updates from the Port of San Diego and San Diego Community Power. Members of San Diego FC's management team will also attend the meeting to hear a City Proclamation before their first home game of their inaugural season.

There are 24 items on the Consent Agenda.
They include second readings of several items previously passed and reappointments to the Planning Commission, Housing Commission Board of Commissioners and the Water Authority.
Proclamations
Item 30 – San Diego FC Day
This item commemorates the inaugural season and opening home game of San Diego FC, the first Major League Soccer team in San Diego.
Item 31 – Teen Dating Violence Awareness and Prevention Month
This proclamation raises awareness about teen dating violence and about Your Safe Place, the San Diego Family Justice Center, which promotes healthy teen relationships, boundary-setting and strong consent practices through county-wide teaching clinics and presentations.
Item 32 – 2025 Lincoln High School Football State Champions Day
This item celebrates Lincoln High School’s Football team’s great achievement of winning the Division 1-AA State Championship.
Item 33 – Southeast Disaster Response Team Day
This proclamation honors the grassroots coalition of eight local organizations, jumped into action for disaster recovery efforts across the City after the historic floods of January 22, 2024.
Item 34 – David Hanses Day
This item honors the long-time President and Chair of the San Diego Fire-Rescue Foundation who transformed the board and expanded the donor base to increase the Foundation’s capacity to support San Diego Fire-Rescue.
Item 35 – San Diego Program of All-Inclusive Care for the Elderly Day
This item recognizes San Diego PACE, a program of San Ysidro Health that empowers seniors to age safely in place by offering a full spectrum of services.
Item 36 – Dwayne Hill Day
This proclamation celebrates a dedicated community advocate, counselor, and mentor in San Diego, deeply committed to improving the lives of those around him, particularly in marginalized communities.
Item S501 – Crystal Trent Day
This item honors a District Four resident who was the first African American woman to serve as a Locomotive Engineer for the North County Transit District and now is a Supervisor of Operations for COASTER.

Item 331 – Annual Update from San Diego City Port Commissioners
As outlined in Council Policy 700-20, the City-appointed Port Commissioners shall present an annual update on the Port District’s work plan.
Item S508 – Property Tax Exchange Agreement Between the City of Chula Vista and the City of San Diego Relating to the Nakano Annexation
On December 3, 2024, the Chula Vista City Council approved the Nakano Project and certified the Environmental Impact Report, Resolution Number 224-228. On February 3, 2025, the City of San Diego City Council approved the following actions for the Nakano Project – Project No. PRJ-1076302
Item S502 – Live Event Worker Safety at City Facilities Ordinance
This item would adopt an ordinance amending Chapter 2, Article 2 of the San Diego Municipal Code relating to live event worker safety.
The amendments require live event vendors at City-owned facilities and 2 parks to certify that live event workers have completed the relevant Occupational Safety and Health Administration’s 10-hour course, and supervisors have completed the relevant OSHA 30- hour course and are certified through the Entertainment Technician Certification Program for the work performed within the applicable trade.
Item 332 – Creation of Underground Utility Districts for North Clairemont (6L), Jamacha-Lomita (4X and 4X1), Barrio Logan (8H) and Kensington (3CC1) and the Adoption of Final Mitigated Negative Declaration (Project No. 594590)
This item would approve a resolution to set a Public Hearing date to consider formation of new Underground Utility Districts for North Clairemont, Jamacha-Lomita, Barrio Logan and Kensington and adopt the Final Mitigated Negative Declaration for the Group 160621 Underground Utilities Districts. The Resolution will authorize undergrounding of all overhead utilities within the newly created Districts.
Item S503 – Approval of an Affordable Housing CDBG Loan Agreement with PSCDC The Grant LLC in an Amount not-to-exceed $2,500,000 for the Grant at Mission Trails Affordable Housing Project
This item would approve a loan agreement between the City of San Diego and PSCDC The Grant LLC and provide a loan for property acquisition for The Grant at Mission Trails affordable housing project in an amount not to exceed $2,500,000.
The Project is located at 5945 Mission Gorge Road in the Grantville Neighborhood of the Navajo Community Plan Area. It will include the new construction of 48 residential apartments, including 47 one-, two-, and three-bedroom apartments affordable on a long-term basis to households earning 60% Area Median Income or less. Fourteen of the units will be set aside for persons experiencing or at risk of homelessness.
