Councilmembers will consider proposed application and licensing fees for the City’s Short Term Residential Occupancy program. They’ll also discuss an ordinance regarding the safety of live event workers.

Consent Agenda
10 items fill the Consent Agenda. They include appointments and reappointments to the Citizens Equal Opportunity Commission, Youth Commission and Convention Center Board.
Proclamations
Item 30 – Engineers Week
This item recognizes the work of engineers and their use of scientific and technical knowledge to find creative ways and fulfill society’s needs.
Item 31 – Black History Month
This proclamation celebrates the contributions of African Americans in the past and present to the fabric of San Diego and American history.
Item 32 – Pride Fence Day
This item honors the Pride Fence in Scripps Ranch which was painted in June 19, 2022 as a response to rising hate crimes targeting the lesbian, gay, bisexual, transgender, queer/questioning, intersex, asexual (LGTBQIA+) community in Scripps Ranch.
Item S500 – Jerry Sanders Day
This proclamation is a salute Jerry Sanders, the former Police Chief and Mayor who is retiring from his role as CEO of the San Diego Regional Chamber of Commerce.
Item S501 – National 2-1-1 Day
This item celebrates the 20th anniversary of 2-1-1 San Diego, which provides San Diegans with free and confidential phone service that is operated all hours of the day, on all days of the week, and in more than 200 languages with community, social, health, and disaster services.
Item S502 – Rosa Parks Transit Equity Day
This item recognizes the right to transit mobility and accessibility which means ensuring that all individuals have equal access to convenient, affordable, and equitable transit services.
Information Item — to be heard at the 10 a.m. session
Item S503 – Live Event Worker Safety at City Facilities Ordinance
This item would adopt an ordinance amending Chapter 2, Article 2 of the San Diego Municipal Code relating to live event worker safety. The amendments require live event vendors at City-owned facilities and 2 parks to certify that live event workers have completed the relevant Occupational Safety and Health Administration’s 10-hour course, and supervisors have completed the relevant OSHA 30- hour course and are certified through the Entertainment Technician Certification Program for the work performed within the applicable trade.

Item 330 – Financial Training for City Council: Annual Comprehensive Financial Report (ACFR)
This item provides financial training for the City Council on the Annual Comprehensive Financial Report, or ACFR. The training, scheduled for February 11, 2025, is planned to precede the City Council’s receipt and filing of the FY 2024 ACFR, which is anticipated to be heard on February 24, 2025.
Item 331 – Short-Term Residential Occupancy (STRO) Program Application and License Fees
This item would approve the proposed Short-Term Residential Occupancy application and license fees, effective March 1, 2025. City Council previously approved the STRO application and license fees on October 25, 2021.
On April 6, 2021, the City Council approved the STRO Ordinance, which was subsequently certified by the California Coastal Commission in August 2022. Effective May 1, 2023, all STRO Hosts are required to have an STRO license in order to rent a dwelling unit, or part thereof, to a guest for less than one month.
The Program is projecting total revenue of $8,514,640 and total costs of $9,181,488 for the initial 2-year period; a shortfall of $666,848.
Item 332 – Coastal Commission Modifications - Mira Mesa Community Plan and Local Coastal Program
This item would adopt an amendment to the Mira Mesa Community Plan and Local Coastal Program to include the California Coastal Commission’s requested modifications.
The City Council adopted the Mira Mesa Community Plan Update on December 5, 2022. State law requires Coastal Commission certification of amendments to the Local Coastal Program before the Community Plan Update can take effect in the Coastal Zone.
On September 12, 2024, the California Coastal Commission conditionally certified the Mira Mesa Community Plan and Local Coastal Program with 25 modifications. Approximately 2,300 acres of western Mira Mesa are within the Coastal Zone.
