It’s hard to believe it’s already December and there are only two weeks left on the legislative calendar. Monday afternoon’s City Council meeting will feature a decision to be able to continue meeting via teleconferencing and the annual election of the City Council President. Councilmembers will also consider three items on the Housing Authority Agenda.

City Council Meeting – December 6, 2021 – 2 p.m.
Item 203 – Recommend Council to Adopt a Resolution Authorizing Teleconferenced Public Meetings Pursuant to Government Code Section 54953 - This item proposes the adoption of a resolution to reconsider the circumstances of the state of emergency to continue teleconferenced public meetings pursuant to Government Code section 54953. Adopting this item gives the Council and other City boards and commissions the ability to meet virtually, but does not require them to do so. Adopting this item provides the flexibility needed in these uncertain times to methodically re-open while ensuring the public health and safety of all attendees.
Item 200 – Selection of a Council President – This item provides for the selection of a Council President from among the Councilmembers to begin a one-year term commencing on December 6, 2021, and until a successor is selected and qualified.
Item 201 – Approval of a Memorandum of Understanding between the City of San Diego and the San Diego Housing Commission (SDHC) for the Administration and Oversight of the Eviction Prevention Program (EPP); and Allocation of $5,000,000 in Federal Coronavirus Aid Relief, and Economic Security (CARES) Act Community Development Block Grant (CDBG-CV) Funds to SDHC for EPP – See Housing Authority Agenda Item-2 below.
Item 202 – Approve an Amendment to the Memorandum of Understanding (MOU) between the City of San Diego and the San Diego Housing Commission for Oversight and Administration of the City’s Housing Stability Assistance Program (HSAP); Authorize the City to Accept and transfer Additional American Rescue Plan Act (ARPA) Funds Allocated by the State of California to the SDHC for Support of the HSAP – See Housing Authority Agenda Item-1 below.
Item 204 – 1821 Torrey Pines Road Vacation - Project No. 648590 - The proposed Public Right-of-Way Vacation within Torrey Pines Road would revert the vacated 11,889 square-foot area to the abutting three parcels’ underlying fee owners. The staff report states this portion of Torrey Pines Road is no longer required as a public street and the vacation will not adversely affect existing public improvement.
Item 1 – HAR21-027 –Approval of an Amendment to the Memorandum of Understanding between the City of San Diego and the San Diego Housing Commission for Oversight and Administration of the City of San Diego’s COVID-19 Housing Stability Assistance Program; Authorization for the San Diego Housing Commission to Accept and Expend Additional Federal American Rescue Plan Act Funds Allocated by the State of California to Support the Program; and Approval of Related Actions – This item would Authorize the Housing Commission to amend its FY 2022 budget in the amount of $27,000,000 in federal American Rescue Plan Act funds. These funds will be administered by the San Diego Housing Commission to provide rental assistance and/or utility assistance to households with low income in the City of San Diego that experience financial hardship and to cover administrative expenses in accordance with federal and state funding requirements.
Item 2 – HAR21-026 – Approval of a Memorandum of Understanding between the San Diego Housing Commission (Housing Commission) and the City of San Diego for the Administration and Oversight of the City of San Diego Eviction Prevention Program (Program) and Approval of a Contract between the Housing Commission and Legal Aid Society of San Diego to Operate the Program – With the expiration of the state moratorium and changes to statewide eviction protections, the Housing Commission, on behalf of the City of San Diego, sought legal service providers to administer an Eviction Prevention Program. This item would approve an operating agreement with Legal Aid Society of San Diego for an initial seven-month term in an amount not to exceed $1,842,105 for the period of December 1, 2021, through June 30, 2022. There contract would include a one-year option for renewal in an amount not to exceed $3,157,895 for the period of July 1, 2022, through June 30, 2023. The total contract amount not to exceed $5,000,000 for 19 months for the operation of the Program.
Item 3 – HAR21-025 - Approval of the Contracts between the San Diego Housing Commission and Mental Health Systems to Operate the City of San Diego’s Transitional Storage Centers, also known as Storage Connect Centers – The purpose of the Transition Storage Centers is to provide secure, protected space for individuals experiencing homelessness in the City to store their personal belongings on an ongoing basis. It also seeks to help keep Clients’ belongings off City streets, sidewalks and storefronts by providing a safe place for individuals experiencing homelessness to keep their belongings as they attend to their personal needs. Personal needs may include working on housing options, looking for work, attending classes, meeting with service providers, seeking medical care, or other activities such as accessing cleaning or washing facilities. Each Client has access to storage space of approximately 95 gallons free of charge. The item would approve the execution of a six-month initial contract, with two one-year options to renew.
