The last meeting of the year for the City Council features the Housing Authority agenda. Discussion items include bond issuances to acquire, build or rehabilitate properties for affordable housing units. There will also be an informational report from the Interim Executive Director of the Housing Authority. The next City Council Meeting is scheduled for January 8, 2024. Item 700 - The 2021-2022 Biennial Housing Element Report and the 2023 Annual Report on Homes 

City staff have prepared two separate reports, both addressing housing production within the City. The first is the Annual Report on Homes, which provides a summary of homes permitted during the 2022 calendar year and the second is the Biennial Housing Element Report, which provides an overview of housing permitting since the adoption of the 2021-2029 Housing Element. This is an informational item. 

 

Item 701 - Tax Equity and Fiscal Responsibility Act Resolution for 8th Avenue Family Housing. (Housing Authority Companion Item HA-3) 

This item would authorize the issuance of tax-exempt Multifamily Housing Revenue Bonds in an aggregate amount not to exceed $21.6 million. This would fund Rise 8th Avenue L.P.’s acquisition with new construction of 8th Avenue Family Housing, a new affordable rental housing development at 3927-37 ½ 8th Avenue, San Diego, in the Hillcrest neighborhood of the Uptown Community Planning Area, which will consist of 79 rental housing units that will remain affordable for 55 years for individuals and families earning 30 percent to 50 percent of the San Diego Area Median Income and one manager’s unit. 

 

Item 702 - Tax, Equity and Fiscal Responsibility Act Resolution for Casa Nueva, Formerly Known as Hacienda Townhomes (Housing Authority Companion Item HA-2) 

This item would authorize the issuance of tax-exempt Multifamily Housing Revenue Bonds in an aggregate amount not to exceed $12,968,761. This amount would fund Casa Nueva II L.P.’s acquisition with rehabilitation of Casa Nueva, an existing affordable rental housing development formerly known as Hacienda Townhomes at 350 17th Street, San Diego.   

Located in the Downtown Community Planning Council/East Village neighborhood, it will consist of 51 affordable units that will remain affordable for 55 years for individuals and families earning between 30 percent to 60 percent of the San Diego Area Median Income and one manager’s unit. 

 

Item 703 - Confirming the Appointments of Mayor Todd Gloria and Councilmembers to Outside Organizations for Calendar Year 2024 

Each year the City appoints elected officials to serve as representatives, alternates and liaisons to various outside boards, commissions, committees, and governmental agencies.  

The Council President and the Mayor have issued a joint memorandum to recommend appointments of elected officials to serve as the City’s representatives to these boards, commissions, committees, and governmental agencies. The appointments require Council confirmation.

This item would authorize the San Diego Housing Commission to accept and expend an amount not to exceed $45 million in California Department of Housing and Community Development Infill Infrastructure Grant Catalytic Qualifying Infill Area Program grant funds on behalf of the Housing Authority for the two projects awarded funding: Palm City Transit Village & Transforming & Advancing South County Transit Communities and 1350 Front Street. 

 

Item HA-5 - HAR23-023 Approve the San Diego Housing Commission’s Calendar Year 2024 State and Federal Advocacy and Legislative Engagement Guide 

This item would approve the Calendar Year 2024 State and Federal Advocacy and Legislative Engagement Guide.

Tema 700 - Informe Bienal de Elementos de Vivienda 2021-2022 y el Informe Anual de Viviendas 2023 

El personal de la Ciudad ha preparado dos informes independientes, ambos abordando la producción de viviendas dentro de la Ciudad. El primero es el Informe Anual de Viviendas, que proporciona un resumen de las viviendas permitidas durante el año civil 2022 y el segundo es el Informe Bienal del Elemento de Vivienda, que proporciona una visión general de los permisos de vivienda desde la adopción del Elemento de Vivienda 2021-2029. Este es un elemento informativo. 

 

Tema 701 - Resolución de la Ley de Equidad Tributaria y Responsabilidad Fiscal para la Vivienda Familiar de la 8ª Avenida. (Tema complementario de la Autoridad de Vivienda HA-3) 

Este elemento autorizaría la emisión de Bonos de Ingresos para Viviendas Multifamiliares exentos de impuestos por un monto total que no exceda los $21.6 millones.  Esto financiaría la adquisición de Rise 8th Avenue L.P. con la nueva construcción de 8th Avenue Family Housing, un nuevo desarrollo de viviendas de alquiler asequible en 3927-37 1/2 8th Avenue, San Diego, en el vecindario de Hillcrest del Área de Planificación Comunitaria de Uptown, que consistirá en 79 unidades de vivienda de alquiler que seguirán siendo asequibles durante 55 años para individuos y familias que ganan entre el 30 y el 50 por ciento del ingreso medio del área de San Diego y una unidad de gerentes.

El presidente del Concejo y el alcalde han emitido un memorándum conjunto para recomendar nombramientos de funcionarios electos para servir como representantes de la Ciudad ante estas juntas, comisiones, comités y agencias gubernamentales. Los nombramientos requieren la confirmación del Concejo.

El director ejecutivo interino presentará una actualización sobre los principales programas, proyectos e iniciativas de la agencia. 

 

Tema HA-2 - HAR23-024 Autorización de Bono Final para Casa Nueva, Anteriormente Conocida como Hacienda Townhomes 

(Véase el Tema 702 descrito anteriormente) 

 

Tema HA-3 - HAR23-025 Autorización de Bono Final para Vivienda Familiar de la 8ª Avenida 

(Véase el Tema 701 descrito anteriormente) 

 

Tema HA-4 - HAR23-028 Resolución para Aceptar y Gastar una Adjudicación de $45 Millones del Programa de Infraestructura de Relleno Catalítico (IIGC, por sus siglas en inglés) del Programa de Infraestructura de Relleno Catalítico de Vivienda y Desarrollo Comunitario del Estado de California 

Este elemento autorizaría a la Comisión de Vivienda de San Diego a aceptar y gastar una cantidad que no exceda los $45 millones en fondos de subvenciones del Programa de Área de Relleno Catalíticas del Programa de Área de Relleno Calificado Catalítica del Departamento de Vivienda y Desarrollo Comunitario de California en nombre de la Autoridad de Vivienda para los dos proyectos a los que se les otorgó financiamiento: Palm City Transit Village y Transforming & Advancing South County Transit Communities y 1350 Front Street. 

 

Tema HA-5 - HAR23-023 Aprobar la Guía de Participación Legislativa y Defensa Estatal del Año Civil 2024 de la Comisión de Vivienda de San Diego 

Este elemento aprobaría la Guía de Participación Legislativa y de Defensa Estatal para el Año Calendario 2024.
