Monday’s Special Council Meeting will be historic with the anticipated adoption of the Commission on Police Practices, an independent commission with the authority to investigate police officer misconduct, review complaints against officers, and make recommendations on police officer discipline, police policies, and Police Department legal compliance.
City Council Meeting Special Agenda – April 26, 2021 – 1 p.m.

An Ordinance of the Council of The City Of San Diego Amending The San Diego Municipal Code Establishing The Office Of The Commission On Police Practices as a City Department (Item 600) - San Diego voters overwhelming endorsed the creation of the Commission in the November 2020 election, which gives an independent commission the authority to investigate police officer misconduct, review complaints against officers, and make recommendations on police officer discipline, police policies, and Police Department legal compliance.
Resolution Appointing Sharmaine Mosely as Interim Executive Director of the Interim Commission on Police Practices (Item 601) - The Interim Commission on Police Practices recommended to the Public Safety and Livable Neighborhoods Committee to appoint Sharmaine Moseley to serve as Interim Executive Director of the Commission during the period before it is formally constituted. Sharmaine Moseley has served as the Executive Director for the City of San Diego’s Community Review Board on Police Practices since February 2015.
A Resolution of the Council of the City of San Diego Approving Interim Standard Operating Procedures for the Commission on Police Practices (Item 602) - This item seeks approval of the Interim Standard Operating Procedures for the Commission on Police Practices. These procedures include a Commission case review, shooting review and in-custody death.
Amendment to Agreement Affecting Real Property – Hacienda Townhomes – (Item 604) – The Economic Development Department proposes an amendment that will revise the definitions of household income and maximum rent to conform to San Diego Housing Commission’s affordability. The Amendment will also conform to state tax credit regulations and will position the project for successful tax credit and other financing applications. This will allow for rehabilitation of the Project that will positively improve the tenants’ living conditions and sustainability of the building and its operation.
A Resolution of the Council of the City of San Diego approving the Owner Participation Agreement and the City's Loan of up to $4,480,000 for the Cedar and Kettner Senior Affordable Rental Housing Project within the Downtown San Diego Community Plan (Item 605) - The Economic Development Departments seems Council approvel for the Owner Participation Agreement and the City's loan of up to $4,480,000 for the Cedar and Kettner Senior Affordable Rental Housing Project. The Project will construct 64 studio, one and two[1]bedroom residential units affordable to very-low to low-income (31%-80% AMI) seniors, age 62 and older.
