Item 200 - FY2026 Business Improvement District Budgets - Annual Appropriation Process
The Parking and Business Improvement Area Law of 1989 and the Parking and Business Improvement Area Law of 1965 authorize the City to annually levy and collect assessments from businesses located within each specified Business Improvement District (BID) to fund improvements and activities that benefit the assessed businesses.
The City’s BID program is a means to strengthen small business communities, create new jobs, attract new businesses, and revitalize older commercial neighborhoods across the City.
This time would:
- Appoint the respective advisory board for each specified BID.
- Approve the FY2026 Budget Reports for each specified BID.
- Declare the Council’s intention to levy and collect annual assessments from businesses within each specified BID.
- Set May 12/13, 2025, as the noticed public hearing date.
Item 201 - Authorization to Set a Public Hearing Date Pursuant to Proposition 218 to Consider Adoption of a New Solid Waste Management Fee, Adopt Procedures for Submitting and Tabulating Protests Against the Proposed Fee, and Set Hearing Date to Consider Report of Proposed Fees to be Collected on the Tax Roll for the Forthcoming Fiscal Year, if Solid Waste Management Fee is Adopted
This item requests authorization to set a public hearing date pursuant to Proposition 218 to consider a proposed fee for City-provided solid waste management services and to adopt procedures for submitting and tabulating protests in connection with the Proposition 218 hearing.
Authorization is also being requested to set a hearing date to consider adopting a City report describing each parcel that will be receiving services, and the amount to be charged and collected on the tax roll for each parcel for the forthcoming fiscal year, should a fee be adopted.
A Cost of Service Study has been released. The Independent Budget Analyst has also provided its review of the cost of service and proposed fees.
