PS & LN will vote on whether to accept over $20 million in American Rescue Plan Funds through HUD. ED & IR will consider the final draft of the Cannabis Equity Assessment and Program Development. While LU & H will consider selecting the Midway Rising to redevelopment the Sports Arena property.

Item 1 - Helicopter Maintenance Contract-Rotorcraft Support, Inc – The Fire-Rescue Department seeks a new agreement with Rotorcraft Support, Inc. for parts and as needed maintenance services for Fire-Rescue helicopters.
Item 2 - Sole Source contract with Allstar Fire Equipment Inc. for the purchase of Personal Protective Equipment (PPE) – The Fire-Rescue Department seeks a new five-year sole source contract with Allstar Fire Equipment Inc. to purchase firefighting Personal Protective Equipment.
Item 3 - Authorization to Enter into a Five-Year Agreement with San Diego Police Equipment Co. Inc. for Department Issued Ammunition – Approve a Resolution authorizing a five-year agreement with San Diego Police Equipment Co. Inc. for ammunition for the Department. The ammunition is for handgun, shotgun and rifle training shoots, qualification shoots, practice and duty rounds, Advanced Officer Training, and Regional Academy Firearms training.

Item 4 - Proposed Response to Grand Jury Report: "Smart Streetlights: Wasted Investments" – On June 23, 2022 the San Diego County Grand Jury filed a report, titled “Smart Streetlights: Wasted Investments.” This report focuses on the City’s purchase of Smart Streetlight technology, its use by the San Diego Police Department for public safety purposes, and related privacy issues. The referenced Grand Jury report includes six findings and five recommendations, of which two of the recommendations are directed to the Mayor and three recommendations are directed to the City Council. The proposed joint Mayoral and Council response covers these findings and recommendations. The City’s response is due to the Presiding Judge of the San Diego Superior Court by November 23, 2022.
Item 5 - Authorize necessary actions to accept, appropriate, and expend $20,956,979 of HOME American Rescue Plan (HOME-ARP) Funds allocated to the City by the U.S. Department of Housing and Urban Development (HUD), including approval of the HOME-ARP Allocation Plan for submittal to HUD and other associated actions – The proposed actions will seek a Council resolution to approve the City of San Diego’s HOME-ARP Allocation Plan and submit the final Allocation Plan to HUD for approval.

Item 6 - Informational item regarding the Fiscal Year 2022 Consolidated Annual Performance and Evaluation Report (CAPER) for U.S. Department of Housing and Urban Development (HUD) Programs – This informational item will provide the City Council with a summary which highlights the projects and programs the City implemented during FY 2021, using funds from the following federal sources: Community Development Block Grant program, HOME Investment Partnerships Program, and Emergency Solutions Grants program.
Item 7 - Community Paramedicine - Introduction & Strategic Vision – On October 1, 2022, the Paramedic Scope of Practice in the State of California will expand because of Assembly Bill 1544, “Community Paramedicine or Triage to Alternate Destination Act.” This report introduces the concept of Community Paramedicine and accompanying program modifications that aim to provide better service to the community.

Item 4 - Resolution for the City of San Diego to take a supportive position on the ballot measure created by Senate Leader Atkins’s constitutional amendment (Prop 1) to enshrine the right to abortion and contraception in the State of California – This item would approve the resolution in support of the ballot measure created by Senate Leader Toni Atkins’s Senate Constitutional amendment (Prop 1).
Item 5 - Cannabis Equity Assessment and Program Development – This item would approve a resolution adopting the City of San Diego’s first Cannabis Equity Assessment. The draft revised Cannabis Equity Assessment was made public on July 8, 2022 for a 30- day public review period. After input from the public and other committee members a final draft is presented, available on the agenda.

Item 6 - Update on the RFP process for the Development of Focused Economic Development Strategic Plan – The City’s economic development strategy guides the City’s economic development efforts for a three year period per Council Policy 900-01 and the City’s General Plan, and outlines specific strategic and tactical objectives that provide guidance to City Departments on actions and policy decisions to support the business community in the creation of new jobs, especially middle-income jobs. Item 7 - San Diego Convention Center Corporation Sales & Marketing Update – The San Diego Convention Center Corporation (SDCCC) will present an informational update on the Convention Center’s sales and marketing efforts
Item 8 - Bridge to Home Notice of Funding Availability Round Two Informational Update – The Economic Development Department has completed Bridge to Home Notice of Funding Availability Round Two process to increase the new construction, acquisition, or rehabilitation of housing that will provide long-term affordability (55 years or longer) to individuals and families at or below 80% of area median income. Next steps include agreement preparation for each recommended Bridge to Home project and future docketing for City Council consideration through the approval of an Owner Participation Agreement or Loan Agreement.
