Tuesday’s City Council meeting brings a formidable list of proclamations honoring amazing individuals and organizations in the City of San Diego. Councilmembers will also vote on whether to enter into an Exclusive Negotiating Agreement with Midway Rising to develop the sports arena property. They will also consider changes to Council Policy and the City’s municipal code regarding Community Planning Groups.

Consent Agenda
40 items fill the consent agenda. Most of the items were previously confirmed by the Council before the legislative recess. They also include appointments to the Airports Advisory Committee, the Community Forestry Advisory Board and the Citizens Equal Opportunity Commission.
Proclamations
Item 30 – Childhood Cancer Awareness Month seeks to raise awareness of how this disease has had a devastating effect on children under the age 15.
Item 31 – Joshua Carlson Day honors this Coast Guard rescue swimmer for his heroic efforts in saving
Item 32 – Classics 4 Kids Day recognizes the nonprofit organization which was founded to inspire children through the experience of live music, creativity academic success and cultural understanding.
Item 33 – Crest Café Day celebrates the 40th Anniversary of the opening of this establishment which has become an institution in the Hillcrest neighborhood.
Item 34 – National Dog Service Month recognizes the value of services dogs to people with disabilities and praises the non-profit organization Canine Companions for their service to adults, children and veterans with disabilities.
Item S500 – Pedal Ahead Third Anniversary Day celebrates the third anniversary of this nonprofit organization which brings a sustainable form of transit to San Diego.
Item S501 – San Diego River Park Foundation’s 21st Anniversary Day celebrates over two-decades of this organizations which works to protect the natural resources of the River and encourage communities to embrace the River’s legacy
Item S502 – 38th Annual Coastal Cleanup Day recognizes the importance of coastal cleanups in preventing pollution from entering our stormwater system and flowing into local waterways, the bay and the ocean.
Item S503 – Hispanic Heritage Month celebrates San Diego as a diverse, inclusive and binational city with a rich Hispanic Heritage and thriving Latino Community.
Item S504 – Free to Thrive Day honors a local organization which advocates for justice for human trafficking survivors through holistic legal services, policy advocacy, training and education.
Item S505 – Willie Wallace Day honors a 30-year employee at the San Diego Workforce Partnership with a deep, unwavering commitment to helping youth and the community at large.
Item S509 – Bethel Baptist 100th Anniversary Day celebrates this San Diego Baptist Church’s 100th Anniversary marking a century of overcoming racism, service to the community and helping people around the world.
Discussion Agenda
Item S510 - Notice of Availability for Midway Site – Recommendation for Selection of Midway Rising and Authorization to Negotiate and Enter into an Exclusive Negotiating Agreement with Midway Rising - This item would adopt a resolution selecting the Midway Rising team as the successful respondent team to the Midway notice of availability and authorize staff to negotiate and enter into an Exclusive Negotiating Agreement for the redevelopment of the City-owned real property located at 3220, 3240, 3250 and 3500 Sports Arena Boulevard.
Item 330 - Proposed Amendments to Council Policy 600-09: Community Planners Committee, and Council Policy 600-24: Standard Operating Procedures and Responsibilities of Recognized Community Planning Groups; and the San Diego Municipal Code Related to Community Planning Groups – Community Planning Groups (CPG) are independent organizations recognized by the City that provide community input on land use decisions as established by Council Policy 600-24 (CP 600-24). A recognized CPG may make advisory recommendations to the City and other governmental agencies on land use matters within the CPG’s planning area boundaries, particularly matters related to the General Plan or other relevant land use plans. The City currently recognizes 42 CPGs. In December 2019, the City Attorney issued a legal analysis noting the structure of CPGs, as established by CP 600-24, conflicted with the City Charter (Charter, Section 43 regarding the basis for Advisory Boards and Committees). The analysis provided an overview of legal issues associated with CPGs and general suggestions to restructure CPGs to make them consistent with the City Charter. In addition to the proposed updates to CPs 600-09 and 600-24, a request to amend certain Code sections is being made with this action to reflect CPGs’ legal status as independent organizations and to be consistent with the City Charter.
Item S506 - Authorize Necessary Actions to Accept, Appropriate, and Expend $20,956,979 of HOME American Rescue Plan (HOME-ARP) Funds Allocated to the City by the U.S. Department of Housing and Urban Development (HUD), Including Approval of the HOME-ARP Allocation Plan for Submittal to HUD and Other Associated Actions – The proposed actions will seek a Council resolution to approve the City of San Diego’s HOME-ARP Allocation Plan and submit the final Allocation Plan to HUD for approval.
