The People’s Business – May 24, 2022
Three committee meetings will wrap up a busy week at City Council. The Budget Committee will consider changing the day when Council offices will submit their budget priority memos to the Mayor. The ATI Commitee will vote on multiple construction contracts. The Environment Committee will consider changes to rules on beach bonfires.
Councilmembers will take a legislative recess from May 30 to June 7. The next scheduled meeting will be the PS & LN Committee Meeting on June 8.

Budget and Government Efficiency Meeting – May 25, 2022 – 9 a.m.
Budget Committee Meeting Agenda
Item 1 - Annual Special Tax Levy - Community Facilities Districts No. 2, No. 3, and No. 4 - This item would approve Fiscal Year 2023 special tax levies for Community Facilities District No. 2 (Santaluz) Improvement Area No. 1, No. 3, and No. 4, Community Facilities District No. 3 (Liberty Station), and Community Facilities District No. 4 (Black Mountain Ranch Villages) to provide for the collection of special taxes to pay for annual debt service on outstanding bonds issued by the districts and the districts' administration costs.
Item 2 - Amendment to Council Policy 000-02 and Submission of Council Budget Priority Memoranda –The proposal amends the annual budget process and associated Council policies, to move up the time in which the City Council submits the budget priority memoranda to the IBA, as well as the date of adoption of the Budget Priorities Resolution. These amendments would align both the submission of priority memoranda for both Budget Priorities and CIP projects into a cohesive submission to the Mayor’s office for consideration.
Item 3 - Fiscal Year 2021 Prevailing Wage Report – This report contains information on the administration of the Prevailing Wage Ordinance as required under San Diego Municipal for Fiscal Year 2021. The report summarizes compliance monitoring activities, findings, and wages and penalties assessed and/or recovered.

Active Transportation and Infrastructure Meeting – May 25, 2022 – 2 p.m.
Item 1 - Extension of Contract K-16-1418-DBB-3 with Dick Miller, Inc. beyond six years – This action would approve an ordinance to extend the contract an additional 24 months, to allow for project completion which includes sewer main relocation, replumbing and water main replacement.
Item 2 - Fiscal Year 2022 Capital Improvements Program (CIP) Year-End Budget Monitoring Report and CIP Budget Revisions – This item would approve resolution accepting the requested CIP budget revisions as outlined on the attachments to the report.
Item 3 - TransNet Local Street and Roads Program - 2023 Regional Transportation Improvement Program (RTIP) Development and Fiscal Years 2023 – 2027 Program of Projects – This item would authorize programming adjustments to TransNet-funded projects and provide the required City Council resolutions to amend the 2023 Regional Transportation Improvement Program and Five-Year Program of Projects for Fiscal Year 2023 through Fiscal Year 2027 in compliance with San Diego Association of Governments Board Policy No. 31.
Item 4 - Award a Consultant Agreement, Contract #H2125775, to Rick Engineering to provide professional engineering services for the Maple Canyon Storm Drain Upgrade – This item would award a phase-funded consultant agreement in the amount of $6,000,000.00 with Rick Engineering to provide professional engineering services for the Maple Canyon Storm Drain Upgrade Project.
Item 5 - Tecolote Canyon Trunk Sewer Improvement, Tecolote Canyon Golf Course Water Connection and Sewer Group 836 - Authorization to Award Construction Contract – This item would award a construction contract to the lowest responsible and reliable bidder for Tecolote Canyon Trunk Sewer Improvement, Tecolote Canyon Golf Course Water Connection, and Sewer Group 836 project.

Environment Committee Meeting – May 26, 2022 – 1 p.m.
Environment Committee Meeting Agenda
Item 1 - Amendments to the San Diego Municipal Code Regarding Beach Fires – This item recommends amendments to the San Diego Municipal Code to eliminate confusion with enforcement, and to improve public safety and air quality regarding the building, maintaining, and use of beach fires in City-provided fire rings and portable propane-fueled devices.
Item 2 - Climate Action Plan Staffing Analysis – The 2020 Audit of the Climate Action Plan, completed February 2021, resulted in 6 recommendations to improve governance and implementation of the Climate Action Plan (CAP) citywide. One of these recommendations was, in conjunction with the CAP update, the Sustainability and Mobility Department should conduct a staffing analysis to determine whether it needs additional resources to support the City’s CAP implementation and present the findings to the Environment Committee.
Item 3 - Informational Update on the County of San Diego’s Regional Decarbonization Framework (RDF) – The RDF models science-based pathways to net zero-carbon emissions for the region by 2045, which are consistent with the Paris Climate Agreement and with State mandates. These pathways will provide a shared vision for the San Diego region to collectively reduce net greenhouse gas (GHG) emissions and align with State goals for net zero.
Item 4 - Informational Update on San Diego Gas & Electric’s Path to Net Zero - This is an informational item to provide an update from San Diego Gas and Electric on The Path to Net Zero: A Decarbonization Roadmap for California and the implications this transition will have on the territory SDG&E serves.
