The People’s Business – May 16, 2022

The first City Council meeting in three weeks convenes on Tuesday following a break for Budget Review Committee Meetings.  Councilmembers will decide on sidewalk vending fees and changes to the Short-Term Residential Occupancy Ordinance suggested by the California Coastal Commission.

Item 30 - Asian Pacific American Heritage Month celebrates Asian and Pacific Islander American Heritage for the month of May.

Item 31 – Bike to Work Day marks the day to promote more cycling throughout the San Diego region, encouraging residents to ride to work.


 


Item 32 - Surf Shack at Windansea Beach Day recognizes the iconic surf spot on the coast which has been celebrated in literature, film and music.


 


Item 33 - Clearity’s Teal Revolution Celebratory Walk Day honors the first time Clearity has invited women living with ovarian cancer, their families and supporters to come together and walk to raise awareness about the disease.


 


Item 34 - World Neurofibromatosis Awareness Day raises awareness about a disease which causes tumors to grow on nerves throughout the body which afflicts over two million people around the world.


 


Item 35 - Lyme Disease Awareness Month raises awareness about Lyme disease, a potentially disabling infection caused by bacteria transmitted through the bite of an infected tick


 


Item 36 - Mesa College Men’s Cross Country Day celebrates the team winning their back-to-back State Championship.


 


Item 37 - Cathi Marx Safety & Security Day honors a community member who has spent a 45-year career dedicated to the safety and security of others.


 


Item S504 - Water Safety And Drowning Prevention Day designates the month to raise awareness about water safety and drowning prevention.

BreezewayItem S503 - Consideration of a Resolution of the Council of the City of San Diego Setting Forth the Council’s Policy Direction Related to a Proposed Measure to Amend the City Charter Related to the City’s Employee Hiring and Recruitment Practices, Directing the City’s Management Team for Labor Relations to Meet and Confer, as Required by the Meyers-Milias-Brown Act, and Appointing Councilmember von Wilpert as City Representative for Bargaining – This item involves consideration of a proposed ballot measure to reform the City’s recruitment, hiring, and other personnel-related practices for consideration for the November 2022 election.  This proposal will require notice to the City’s recognized employee organizations and an opportunity to negotiate any mandatory subjects of collective bargaining triggered, as required by the Meyers-Milias-Brown Act and Council Policy 300-06


 


Vending


Item 330 – Sidewalk Vending Permit Fee – On March 1, 2022, City Council approved a Sidewalk Vending Ordinance to regulate sidewalk vending on public property. In order for the City to begin processing applications and issuing permits in accordance with the Ordinance, the City must first establish the permit fee.  This Item would approve a resolution to adopt a Sidewalk Vending permit fee.


 


 


Front DoorItem 331 – Amendment to the Short-Term Residential Occupancy (STRO) Ordinance – This item would amend the Short-Term Residential Occupancy Ordinance to incorporate the changes approved by the California Coastal Commission on March 9, 2022.  Those changes include a requirement that licenses issued from a Tier 3 lottery are done so to applicants in each Community Planning Area in proportion to the CPA’s percentage of the overall Tier 3 applicant pool.  Changes also include incorporating a sunset clause in the Coastal Overlay Zone of January 1, 2030, unless this subsection is amended to extend or remove this deadline.  If the amendments are approved by City Council, staff will resubmit the LCP amendment to the CCC for final certification.
