patch_of_the_san_diego_police_departmentItem 3 - Ordinance Adopting SDPD Military Equipment Use Procedure, Including Use, Funding, and Acquisition for 2022, Pursuant to Assembly Bill 481 - On September 30, 2021, the Governor of the State of California approved Assembly Bill 481 requiring law enforcement agencies to obtain approval of a governing body like a mayor or city council and adopting of a military equipment use policy.  This must be done prior to acquiring, seeking funding for, continuing to use, or collaborating with another law enforcement agency in the use of military equipment, as defined. The Police Department is required to seek City Council approval of its military equipment use procedure by ordinance at a regular open meeting.

LibraryItem 4 – Library Master Plan Framework Informational Update - The San Diego Public Library Master Plan Framework was commissioned to create a comprehensive vision and guiding principles for future development and improvement of San Diego’s library network.  The next phase of the Library Master Plan is scheduled to begin in March 2022 and will include a more detailed study of each library building, use of services and spaces, compliance with modern codes, and the age and condition of its systems, in order to identify specific challenges and opportunities.


 


Item 5 – Library Master Plan Framework Informational Update - The Library is providing information to the committee regarding the current status of open locations and plan for prioritizing and re-opening the remaining branches and Sunday Library services.


 


Item 6 – Performance Audit of Equity in Recreation Programming – The Office of the City Auditor makes 16 recommendations to help the Parks and Recreation Department improve recreation programming equity.


 


Item 7 – Falck Mobile Health Corp. Contract Update - This report is an update regarding the status of the City’s contract with Falck.


 


Item 8 – 2022 Public Safety & Livable Neighborhoods Committee Work Plan – In January, the committee voted unanimously to direct the Public Safety & Livable Neighborhoods Committee Chair to draft the 2022 Public Safety & Livable Neighborhoods Committee Work Plan based on input from Committee members and the general public.

Item 1 – First Amendment to the Consulting Agreement with Christian Moeller Studio, LLC for the Pure Water North City Public Art Project - This action authorizes the First Amendment to the Consulting Agreement (H166774) with Christian Moeller Studio, LLC to provide artist consulting services for the for the North City Advanced Water Purification Facility. There is no financial impact to the amendment of this Consulting Agreement.


 


Tailgate Park renderItem 2 – East Village Quarter (Tailgate Park) Disposition and Development Agreement - Padres Development Team - The proposed Disposition and Development Agreement between the City and Tailgate Development, LLC, a Delaware limited liability company will provide for the disposition, acquisition and development of the City-owned East Village Quarter, also known as Tailgate Park.   The site is located between 12th and Imperial avenues, and K and 14th streets in the East Village neighborhood of Downtown San Diego consisting of approximately 5.25 net acres.  The agreement requires Developer to develop the property as a mixed use development including 1,800 residential units, a public park, 50,000 square feet of office and/or retail space, and public parking.  The Project also includes 15%, or 270, homes available to low-to-moderate income families at affordable rates.


 


Item 3 – Economic Development Strategy (EDS) – Information Item - The EDS outlines specific strategic and tactical objectives that provide guidance to City Departments on actions and policy decisions to support the business community in the creation of new jobs, especially middle-income jobs and incorporates other important City documents.  The framework of the EDS requires an update that is reflective of the City’s priorities and changing realities as well as envisions economic recovery post-pandemic.

Item 1 - Informational Update: San Diego Housing Commission Accessory Dwelling Unit Pilot Programs – The San Diego Housing Commission will provide an informational presentation about a Housing Commission pilot program to provide financing to homeowners to build Accessory Dwelling Units to create deed-restricted affordable rental housing units in the City of San Diego.


 


 


 


Item 2 - Informational Update Regarding Proposed Amendments to Council Policy 600-09, Community Planners Committee and Council Policy 600-24, Standard Operating Procedures and Responsibilities of Recognized Community Planning Groups, and the San Diego Municipal Code - CPGs are independent organizations recognized by the City that provide community input on land use decisions. In December 2019, the City Attorney issued a legal analysis noting the structure of CPGs as established by CP 600-24 conflicted with the City Charter.  Approval of the proposed amendments will preserve the ability of the Community Planning Groups and the Community Planners Committee to provide community input to the City on issues related to the General Plan in alignment with City policies and the City Charter.
