Councilmembers will consider nominees for the appointment to the Horton Plaza Theatres Foundation Board of Directors. They will also vote on FY 2023 Appropriations Ordinance, Tax Appropriations Limit and the Tax Rate Ordinance for the maintenance of zoological exhibits.

Proclamations
Item 30 – Mike Curren Day honors one of the founding members of the Old Mission Beach Athletic Club (OMBAC) and his leadership in rally ing volunteers to support San Diego communities.
Item 31 – The Patrons of the Prado 25th Anniversary Day celebrates the group which has fostered, promoted, and cultivated support for the welfare of the arts, science & cultural organizations on the Prado in Balboa Park.
Item 32 – Tom Wong Day honors a UC San Diego Professor who published extensive statistical analyses on current immigration policies including Deferred Action for Childhood Arrivals (DACA) and Remain in Mexico, as well as the relationship between Title 42 expulsions and COVID-19 infection rates.
Item 33 – Dr. Jennifer M. Tuteur Day recognizes the Deputy Chief Medical Officer for the County of San Diego’s Health and Human Services Agency for her work in keeping the county safe throughout the pandemic.
Discussion Agenda
Item S506 - Consideration of Nominees for Appointment to the Horton Plaza Theatres Foundation Board of Directors – the Council will appoint one member of the public for each of the three vacant seats to serve as the San Diego City Council’s representatives on the Horton Plaza Theatres Foundation Board of Directors for terms that will expire on June 7, 2023 and June 7, 2025. Two nominations were submitted by the deadline of June 22, 2022. Council President Elo-Rivera nominated Suzanne Varco, and Councilmember Whitburn nominated Jennifer Noel Gattey.
Item 332 - Adopting a Temporary Rule of Council Changing the Names and Responsibilities of Committee Consultants and Committee Consultant’s Assistant – Under Rule 6 of the Rules of Council, the Council Administration Department is proposing Council adopt a resolution establishing temporary rules to change the names and responsibilities of the Committee Consultants to better reflect the priorities of the Council.
Item 331 - Fiscal Year 2023 Tax Appropriations Limit (Gann Limit) – Voter approved legislation from 1979 which was ratified and amended in 1980 requires the governing body of each local jurisdiction in California to establish a Tax Appropriations Limit (also referred to as the Gann Limit) on or before June 30 of each year for the following fiscal year. The Tax Appropriations Limit is based on actual appropriations during the State of California Fiscal Year 1978-79 and adjusted each year using population and inflation adjustment factors
Item 330 - Fiscal Year 2023 Tax Rate Ordinance for the Maintenance of Zoological Exhibits – The City Council is requested to adopt an Ordinance which sets the tax rate for funding the maintenance of zoological exhibits in Balboa Park. The tax levy for Zoological Exhibits Maintenance is $0.005 per $100 of assessed valuation. Funding is appropriated in the Fiscal Year 2023 Adopted Budget for Zoological Exhibits Maintenance in the amount of $17,730,202.
Item S505 - Fiscal Year 2023 Appropriation Ordinance - The Appropriation Ordinance defines the legal level at which the Mayor and Chief Financial Officer are allowed to control operational and capital expenditures. Pursuant to Section 69 of the Charter of the City of San Diego, the AO shall be adopted by June 30 for operational and capital project spending. Authorities are requested to allow for the financial transactions required to conduct the affairs of the City of San Diego throughout Fiscal Year 2023.
