Item 1 - Authorization for the Public Facilities Financing Authority of the City of San Diego 2022 Water Revenue Bonds – This action requests authorization to issue long-term Water Revenue Bonds to finance the Water Utility’s Capital Improvement Program projects including paying the outstanding Water Revenue Commercial Paper notes
Item 2 - Authorization to execute a Cooperative Procurement Contract with 72 Hour LLC, (dba National Auto Fleet Group) for the purchase of Class 4-8 Chassis with Related Equipment, Accessories, and Services
Item 3 - Authorization to execute a Cooperative Procurement Contract with 72 Hour LLC, (dba National Auto Fleet Group) for the purchase of Automobiles, SUVs, Vans, and Light Trucks with Related Equipment and Accessories
Item 4 - Water Rate Adjustments and Proposition 218 Notice and Hearing – This item is requesting a public hearing be set to discuss and vote on a proposal to increase water rates to cover San Diego County Water Authority charges for water purchases. Additionally, the noticing required under California Proposition 218 of the draft notice outlining the water rate increase, is provided to obtain public comment and feedback.
Item 5 - Fiscal Year 2023 Appropriation Ordinance - The Appropriation Ordinance defines the legal level at which the Mayor and Chief Financial Officer are allowed to control operational and capital expenditures. Pursuant to Section 69 of the Charter of the City of San Diego, the AO shall be adopted by June 30 for operational and capital project spending. Authorities are requested to allow for the financial transactions required to conduct the affairs of the City of San Diego throughout Fiscal Year 2023.

Item 5 - Build Better SD: General Plan Public Facilities Element Amendment, Land Development Code and Land Development Manual Amendments, Citywide Mobility, Fire, and Library Development Impact Fees, Regional Transportation Congestion Improvement Program Update, General Plan Maintenance Fund Applicability Revisions, and Annual DIF Report - Build Better SD is a citywide initiative to support San Diego’s infrastructure, equity, climate, housing, quality of life, and conservation goals. This item proposes amendments and fees to the Public Facilities, Services and Safety Element of the City’s General Plan, the San Diego Municipal Code and the Land Development Manual to implement Build Better SD.
Item 6 - Community Parking Districts FY2023 Annual Plans and Budgets – This item seeks approval of the Fiscal Year 2023 Annual Plans and Budgets for the Uptown, Downtown, Mid-City, and Pacific Beach Community Parking Districts.
Item 7 - Execute a Reimbursement Agreement Between the Otay Water District and The City of San Diego, and Request Authorization to Award a Construction Contract in an amount not to exceed $44,000,000.00 and an eight-year period for La Media Road Improvements Project – The Engineering & Capital Projects Department is requesting Council authorization for La Media Road Improvements Project. This action requests Council authorization to execute a Reimbursement Agreement between the Otay Water District (OWD) and The City of San Diego. The proposed new drainage facilities included in the La Media Road Projects are in conflict with existing utilities owned and maintained by OWD.
Item 8 - Authorization to Award Construction Contract #K-22-1972-DBB-3-A for Harbor Drive Trunk Sewer – This item will authorize the award a construction contract to the lowest responsible and reliable bidder. These actions are for Harbor Drive Trunk Sewer, Capital Improvement Program (CIP) project, which will replace approximately 4,646 feet of sewer conveyance pipeline, known as Harbor Drive Trunk Sewer, to provide additional capacity to the sewer system.

Item 9 - Update on Rick Engineering Company’s Progress in Equal Employment Opportunity Compliance - Rick Engineering will present an update on recent and ongoing Equal Employment Opportunity outreach efforts, including the numerous initiatives, events, and efforts that Rick Engineering has participated in historically. Information on these efforts and the next recruitment steps for Rick Engineering will also be provided at the hearing.

Item 4 - First Amendment to the Agreement with the Regents of the University of California, San Diego’s Scripps Institution of Oceanography, for continued support for Real-Time Oceanographic Mooring Systems for the Point Loma and South Bay Ocean Outfalls - The City of San Diego’s Real-Time Oceanographic Mooring System is composed of two oceanographic moorings and real-time data systems deployed and operated near the offshore discharge sites for the Point Loma Ocean Outfall and South Bay Ocean Outfall. This item seeks to execute the First Amendment to the agreement with the Regents of the University of California, San Diego’s Scripps Institution of Oceanography, Ocean Time Series Group to provide continued and ongoing support for City’s real-time oceanographic mooring systems for the Point Loma and South Bay Ocean Outfalls, in an amount not to exceed $1,250,000, bringing the total not to exceed amount of the agreement to $2,500,000;
Item 5 - Review of the Center for Sustainable Energy (CSE) Solar Equity Program Design per the SDG&E Energy Cooperation Agreement – This is an information item only. Under section 8.a of the Energy Cooperation Agreement between San Diego Gas & Electric and the City, SDG&E commits to developing an equity-focused solar program in partnership with a non-profit organization and $1,000,000 of shareholder funds annually for the ten year initial term of the franchise.
