Item 200 - Performance Audit of the Mission Bay and San Diego Regional Parks Improvement Funds, Fiscal Year 2021 – City Charter Section 55.2 requires that the City Auditor report annually the extent and nature of the Mission Bay and the San Diego Regional Parks Improvement Funds’ revenues, expenses, and improvements. To comply with the Charter and in accordance with the City Auditor’s Fiscal Year 2022 Annual Audit Work Plan, we have performed an audit of the Mission Bay and the San Diego Regional Parks Improvement Funds’ financial activity in fiscal year 2021.

Item 201 - Informational Update on Civic Center Revitalization Project – This item is an informational item to provide an update regarding the transparent process for the Civic Center Revitalization Project and to seek input from the City Council.

Item 202 - Drinking Water State Revolving Fund Loan for Lakeside Valve Station Replacement – Authorize Drinking Water State Revolving Fund loans to the Water System for up to an estimated $55 million to fund the Lakeside Valve Station Replacement project.

Item 203 - Paseo Montril - Project No. 658273 - The project requests the approval of all actions necessary for the subdivision of an existing 15.20-acre site for the construction of a residential development for 55 condominiums, including the provision of six deed-restricted affordable dwelling units, associated site improvements, vacation of an existing public utility easement, and the conservation of open space. Additionally, the Project will include Design Guidelines which would provide direction for the conceptual design of the proposed building floor plans, building exterior elevations (including building materials) and site amenities. Residential land uses would be developed within five separate buildings on a proposed 4.90-acre residential lot. The remaining 10.30-acres are being proposed as an open space conservation lot. The overall 15.20-acre site is located on the east end of Paseo Montril, west of Interstate 15, and east of Rancho Peñasquitos Boulevard within the Rancho Peñasquitos Community Plan area.
