The first committee meetings of the new year will take place on Wednesday and Thursday. The Budget Committee will consider two contracts to provide workforce support. The Economic Development and Intergovernmental Relations Committee will consider changes to rental agreements with family childcare tenants. Land Use and Housing will hear an item that would make 84 amendments to the Land Development Code.

Budget Committee Meeting Agenda
Item 1 - Agreement (H2326128) with NV5, Inc., for As-Needed Plan Check and Inspection Services in the Development Services Department – This item awards an As-Needed Plan Check and Inspection Services contract to NV5, Inc. to provide augmented workforce support for Development Services Department permitting process in an amount not-to-exceed $2,500,000.

Item 3 - Budget & Government Efficiency Committee Priorities and Input for 2023 Work Plan – On December 19, 2022, Committee Chair Council President pro Tem Monica Montgomery Steppe issued a memorandum requesting input on the 2023 Committee priorities to the members of the Budget & Government Efficiency Committee. The 2023 Budget & Government Efficiency Committee Priorities incorporates feedback received from Committee members to discuss in a public meeting and provide a work plan for the Committee’s work throughout the year.

Economic Development and Intergovernmental Relations Committee Meeting – January 11, 2023 – 2 p.m.
Item 1 – Rental Agreement Protections & Education for Family Childcare Tenants – SB 234 Family Daycare Homes was signed into law in 2019 which increased protections for family childcare providers who operate a daycare out of their home and determined that landlords may not evict a tenant solely because the tenant currently operates or seeks to operate a daycare out of the home. This item would request that the Office of the City Attorney work with the Council District 7 staff to bring forward an ordinance for City Council consideration that requires notice of the SB 234 protections be included in rental housing agreements.
Item 2 - Discussion of Economic Development & Intergovernmental Relations Committee Priorities for 2023 - Incorporating Priorities Submitted by Committee Members and Seeking Public Input – On December 20, 2022, Committee Chair Campillo issued a memo requesting input on 2023 Committee priorities to the members of the Economic Development & Intergovernmental Relations Committee. The 2023 Economic Development & Intergovernmental Relations Committee priorities incorporate feedback received from Committee Members to discuss in a public meeting and provide input for the development of a work plan for the Committee’s work throughout the year.

Land Use and Housing Committee Meeting – January 12, 2023 – 1 p.m.
Item 1 - 2022 Update to the San Diego Municipal Code and Local Coastal Program and Amendment to Floor Area Ratio Bonus and Citywide Park Development Impact Fee Resolutions – The Land Development Code provides the City's regulations for the development and use of property within the City of San Diego and provides information on zoning, subdivisions, grading and other related land use activities. The 2022 LDC Update includes 84 amendment items. The proposed amendments address the following: (1) align policy with the City’s climate, equity and housing goals, (2) regulatory reform, (3) compliance with state law, (4) corrections and (5) clarifications.
Item 2 - Discussion of the Land Use and Housing Committee 2023 Priorities – On December 19, 2022, Land Use and Housing (LU&H) Committee Chair Vivian Moreno issued a memo requesting input on the 2023 LU&H Committee priorities to members of the LU&H Committee. The 2023 LU&H Committee priorities include feedback received from Committee Members and the general public and will be discussed in a public meeting. The Chair will utilize the discussion on committee priorities to provide a work plan for the Committee’s work throughout the year.
Item 3 - Response to Request for Analysis on Improving Housing Affordability – This informational item from the Independent Budget Analyst responds to a request from Council President Elo-Rivera, Councilmember Whitburn, and Councilmember Moreno for an analysis of certain programmatic, administrative, and structural barriers to creating new housing.
