Item 200 – Performance Audit of the IT Service Delivery Effectiveness – The office of the City Auditor conducted an Information Technology Service Delivery Survey of all City employees in April of last year.  Employees reported an overall positive perception but found there are opportunities to further enhance service delivery.


 


 


 


IBAItem S400 - Update Regarding the Independent Budget Analyst (IBA) Recruitment and Call for Community and Councilmember Input Regarding Preferred Skills and Qualifications – This item will provide an update regarding the Independent Budget Analyst recruitment process. This item also seeks to solicit final input from Councilmembers and community members to be considered in the interview process.  Council President Elo-Rivera will host a second virtual community forum regarding the search for the new IBA on Saturday, February 5, 2022.  You can RSVP here:  https://t.co/fZRoxETD0a. Item S401 - Fifty (50) Year Ground Lease with Alexander Court Trust, for the site commonly known as Cedar Shores Apartments


Item S402 - Fifty (50) Year Ground Lease with S T Associates, LLC, for the Site Commonly Known as Orchard I Apartments


Item S403 - Fifty (50) Year Ground Lease with Orchard II Associates, for the site commonly known as Orchard II Apartments – These items would approve 50-year ground leases for three separate sites in the Midway area with the same owner and representative.  In the Land Use and Housing Committee, members requested for staff to provide for Council an analysis of the development potential of the Orchard I & II sites, including the maximum allowable density assuming Measure E litigation is resolved, and the projected revenue and expenses for the lease over the lease terms for each property. 


 


Item S404 – FY 2023 City Council Budget Priorities - Per the City Charter, the first step for the City Council in the City’s annual budget process is the developing the annual Budget Priorities Resolution.  As in prior years, the FY 2023 Budget Priorities Resolution is compiled from individual Councilmember memoranda that outline their budget priorities for the upcoming fiscal year.


 


Homeless


Item S405- Shelter Crisis Declaration - The City of San Diego previously declared a shelter crisis in October 2017 and again in March 2019. Although the declaration does not expire, the City has historically renewed it every few years, and therefore, this item is to declare a shelter crisis in the City of San Diego in order to address issues of public health, homelessness, and housing.
