The first two months of the year in the books.  Councilmembers will start March by considering a sidewalk vending ordinance which would regulate vendors in public spaces.  They will also decide whether to authorize the use of federal funds for rental and utility assistance.

Ceremonial Proclamations:

Item 30 - National Society of Black Engineers San Diego Chapter Day recognizes the local chapter of one of the largest student-governed organizations in the United States which provides mentorship to students and career development for professionals, among other initiatives.

Item 31 – Engineers Week celebrates engineers and their ability to make a difference in our world and help society face its major technological challenges and triumph over them.

Item S501 - #AfghanEvac Day honors all those involved in operations to evacuate Afghans who have helped the U.S. and other forces while in Afghanistan.

Item S502 – Bayside Community Center Day celebrates the community center which has served San Diego residents for 90 years.

Item S503 – Allied Gardens Little League Day thanks the baseball league for serving youth and community members since 1957.

Information and Discussion Agenda

Item 330 – 2022 Draft City Council Work Plan – Per Rules of Council 6.1.3, the Council President shall present the annual City Council work plan at a City Council meeting during the month of March each year. The purpose of this item is to solicit feedback from Councilmembers and the public regarding the 2022 City Council Work Plan. The Council President will incorporate input into the final 2022 City Council Work Plan, which will guide the City Council’s legislative priorities

HAR22-003 – Housing Authority Companion Item

Item 331 - Authorize the City to Accept and Transfer Additional Federal Emergency Rental Assistance Funds (ERA 1) Allocated by the U.S. Department of the Treasury to the San Diego Housing Commission (SDHC) for Support of the COVID-19 Housing Stability Assistance Program (HSAP) – This item would authorize the San Diego Housing Commission to amend its Fiscal Year 2022 budget in the amount of $8,308,615 in federal Emergency Rental Assistance Program funds.  The U.S. Department of the Treasury allocated the funds directly to the City of San Diego to be administered by the Housing Commission to provide rental assistance and/or utility assistance to households with low income in the City of San Diego that experience financial hardship due to or during the COVID-19 pandemic.

Item S504 - Repeal of Pushcarts in the Public Right-of-Way and Business Regulations for Sidewalk Vending – This item would amend the City’s Municipal Code and Local Coastal Program to remove the pushcart regulations within the public right-of-way to comply with Senate Bill 946.  It would also adopt an ordinance to regulate the time, place, and manner during which an individual may participate in sidewalk vending equipment such as non-motorized conveyances.
