Item 200 – 2021 Annual Report on Internal Financial Control – This Annual Report on Internal Control is issued pursuant to City of San Diego Municipal Code §22.0706, adopted by the City Council in October 2004 via Ordinance 19320 to achieve a high standard of quality in and efficacy of the City of San Diego’s financial reporting and disclosure practices.  This is an information only item for City Council, no action required.


 


 


City AuditorItem 201 - Performance Audit of Equity in Recreation Programming – Recreation is a core public service that provides numerous health and social benefits to individuals and communities. The City of San Diego provides residents with opportunities for recreation through the Parks and Recreation Department, which manages recreational programs across the City’s 59 recreation centers and 13 aquatic centers. The Office of the City Auditor conducted this audit to determine whether Parks & Rec: (1) effectively identifies recreation programming equity needs in each community; (2) meets identified programming needs equitably via resource allocations; and (3) provides residents with equitable access to recreation programs.  16 recommendations are made to help the Parks and Recreation Department improve recreation programming equity.


 


Item 202 - Performance Audit of the City’s Lease Management and Renewal Processes – The Department of Real Estate and Airport manages the City of San Diego’s real estate portfolio for City departments, including the administration of more than 800 properties owned by the City that are leased to third parties. These properties generate more than $80 million in income for the City per year and provide opportunities for the City to leverage properties and lease them to tenants who provide cultural and community-based services.  The report includes 3 findings and 14 recommendations.

ADUsItem 203 - Housing Action Package Accessory Dwelling Unit Bonus Program Amendment – This item from the Planning Department seeks to adopt an ordinance to amend the Accessory Dwelling Unit Bonus for Affordable Accessory Dwelling Unit Program to lessen the deed restriction for very low-and low-income Accessory Dwelling Unit homes from 15 years to 10 years.  The 15-year restriction for moderate-income Accessory Dwelling Units will remain the same. The Accessory Dwelling Unit Bonus for Affordable Accessory Dwelling Units Program allows for a bonus unit for every deed[1]restricted affordable Accessory Dwelling Unit home provided
