The People’s Business – April 5, 2022

Councilmembers will hold two committee meetings this week.  The Active Transportation and Infrastructure Committee will discuss an amendment to the West Mission Bay Drive Bridge project.  A Special Meeting of the Public Safety and Livable Neighborhoods Committee will consider authorizing agents to apply for Federal and State grants.

Item 1 - Authorize Construction Change Order #6 for Contract Slurry Seal Group 1803 – This action will approve a change order in the amount of $17,930 for traffic signal loop repairs performed on Slurry Seal Group 1803.


 


Transnet logoItem 2 - Regional Transportation Congestion Improvement Program (RTCIP) Fiscal Year 2023 Annual Fee Schedule Adjustment – The TransNet Extension Ordinance established the Regional Transportation Congestion Improvement Program as a means to construct improvements in the Regional Arterial System. The Ordinance requires SANDAG to adjust the exaction each year to assure the RTCIP retains its purchasing power to improve the Regional Arterial System.  This item would adopt a resolution to approve a 2% increase to the RTCIP Fee, consistent with the annual 2% increase to the RTCIP exaction as approved by the SANDAG Board of Directors on February 25, 2022.


 


West Mission Bay BridgeItem 3 - Award a First Amendment to the original consultant contract, H176823A, for the West Mission Bay Drive Bridge project with Kleinfelder Construction Services, Inc. for the purpose of construction management – The West Mission Bay Drive Bridge provides a vital transportation link from the Sports Arena region, across the San Diego Review, to the Pacific Beach Community and the SeaWorld Adventure Park.  This action will authorize the First Amendment to Agreement with Kleinfelder Construction Services, Inc. for construction management for West Mission Bay Drive Bridge and will provide $2,062,597.56 in additional funding and will extend the contract duration by 39 months

Cal OES LogoItem 1 - Designate Authorized Agents to obtain certain federal and state financial assistance on the City's behalf – The California Governor’s Office of Emergency Services requires a resolution designating City officials under the Strong Mayor form of government, who are authorized to execute and file, for and on behalf of the City, applications and documents for the purpose of obtaining financial assistance to assist the City in recovering costs associated with a declared local emergency.  This item would adopt a resolution authorizing the Mayor, the Chief Operating Officer, the Chief Financial Officer, the Fire Chief, the Office of Emergency Services Executive Director and the Office of Emergency Services Program Manager to execute and file, for and on behalf of the City, applications and documents for the purpose of obtaining certain federal and state financial assistance for declared local emergencies.


 


Item 2 - FY 2023 Annual Action Plan for HUD Programs, FY 2023 Annual HUD Programs Allocations, and associated actions – The proposed actions will seek a Council resolution to approve a FY 2023 Annual Action Plan for the City of San Diego U.S. Department of Housing and Urban Development programs.  This would include accepting, appropriating and expending the anticipated Community Development Block Grant, Emergency Solutions Grants and HOME Investment Partnerships Program FY 2023 Annual Entitlement Allocations and Successor Agency repayments to the CDBG program.
