Tuesday's City Council meeting will be filled with plenty of items in the Discussion Agenda including two agreements to build affordable housing projects at transit stations. Councilmembers will also vote on a Convention Center marketing contract and Business Improvement District budgets.

Consent Agenda
13 consent items fill the agenda. They include establishment of a Mission Valley Banner District and appointments to the Climate Action Plan Review Committee, Arts and Culture committee and the Commission on Gang Prevention and Intervention
Ceremonial Items and Proclamations
Item 30 - Mission Valley Library Día de los Libros/Día de los Niños celebrates a fund and educational day of science activities, art projects and games at the Mission Valley Library.
Item 31 – Sheila Beale Day honors a dedicated public servant who has worked at the City of San Diego for over 35 years..
Item 32 – Dr. Suzanne Afflalo Day recognizes the tireless work of a community member who ensured that residents of Southeastern San Diego had access to testing and vaccinations during the pandemic.
Item S503 - Wave FC Inaugural Opening Day celebrates the inaugural season of San Diego’s first professional women’s soccer team.
Item S509 – George Schaefer Day honors a leader, mentor and public servant who served in the City Attorney’s Office for 16 Years.
Item S510 – World Lupus Day raises awareness of this difficult disease which affects millions of people around the world and calls for more researchers and support for patients and caregivers.
On to the Discussion Agenda…
Item 330 - Approval of the Sales and Marketing Services Contract Between the San Diego Convention Center Corporation, Inc. and the San Diego Tourism Authority – The San Diego Convention Center Corporation entered into an agreement with the Tourism Authority dated July 1, 2012, for the purpose of selling, promoting, and marketing the San Diego Convention Center to long term customers. Specifically, this agreement authorized the Tourism Authority to book events at the Convention Center 18 months and further. This item would approve the Sales and Marketing Services Contract between the Convention Center Corporation and the Tourism Authority.
Item S504 - FY2023 Business Improvement District Budgets - Annual Appropriation Process – This item would appoint the respective advisory board, approve budget reports and declare the Council’s intention to collect annual assessments from Business Improvement District. This will be the first of two meetings on business improvement districts.
Item S505 - Owner Participation Agreement-Beyer Boulevard Trolley Village – The proposed Owner Participation Agreement between the City of San Diego and Beyer Family Housing, L.P., provides a loan for the Beyer Boulevard Trolley Village affordable housing project in an amount not to exceed $5,000,000. The Project is located at the Beyer Trolley and Transit Station at 4035 Beyer Boulevard in the San Ysidro Community Plan Area.
Item S507 - Owner Participation Agreement – Rancho Bernardo Transit Village – The proposed Owner Participation Agreement the City of San Diego and Bernardo Family Housing, L.P provides a loan for the Rancho Bernardo Transit Village affordable housing project in an amount not to exceed $5,000,000. The Project is located at the Rancho Bernardo Transit Station at 16785 – 16787 West Bernardo Drive, in the Rancho Bernardo Community Plan Area.
Item 331 - Regional Transportation Congestion Improvement Program (RTCIP) Fiscal Year 2023 Annual Fee Schedule Adjustment – This item would adopt a resolution to approve a 2% increase to the e Regional Transportation Congestion Improvement Program Fee, consistent with the annual 2% increase to the RTCIP Program exaction as approved by the SANDAG Board of Directors on February 25, 2022.
Item 332 - FY 2023 Annual Action Plan for HUD Programs, FY 2023 Annual HUD Programs Allocations, and Associated Actions – This item seeks to approve a FY 2023 Annual Action Plan for the City of San Diego U.S. Department of Housing and Urban Development programs to accept, appropriate and expend the anticipated Community Development Block Grant, Emergency Solutions Grants and other programs. The actions will also seek a Council resolution to approve funding recommendations for the City’s FY 2023 Community Development Block Grant program and approve other associated actions.
