The People’s Business – April 20, 2022

Thursday’s Committee Meetings come with weighty agendas.  The Land Use and Housing Committee considers narrowing of the field of development teams for the proposed Midway redevelopment.  The Environment Committee will consider a seasonal closure of Point La Jolla and Boomer Beach and a resolution to support ending oil and gas exploration in California.

Item 1 – Sale of City-owned airport land at 9575 Aero Drive, San Diego, CA – This item would authorize the sale of the City’s undivided 51% interest in the land at 9575 Aero Drive, San Diego, CA, which is an improved 4.51 acre site which the City owns as tenants in common with The ARC of San Diego, at or above a sales prices which will result in the City’s share of the gross sales proceeds being equal to or greater than $3,424,650


 


Item 2 – Second Amendment to Flat Rate Parcel Ground Lease with Air Center MYF, LLC Covering 7.69 Acres at Montgomery-Gibbs Executive Airport – This item would authorize a Second Amendment to Flat Rate Parcel Ground between the City of San Diego and Air Center MYF, LLC covering 7.69 acres of vacant land at Montgomery-Gibbs Executive Airport.


 


Item 3 – Approval of a License Agreement between the City and SDUSD for Open Space Trails at University City High School – Approve a License Agreement between the City of San Diego and San Diego Unified School District allowing public access to existing trails within District property at University City High School.


 


Item 4 – Lease Amendment for City Communications Facility on the US Navy’s Consolidated Area Radio Trunking System Complex – This item would authorize a the Fifth Amendment to the Lease between the City(Department of IT/Wireless Services and the Navy to update the new location of the antennas on the public safety communications facility site and to update the rent provisions reflecting an increase in rent in the amount of $4,000.00 per year for use of the additional space.

Midway  SiteItem 5 – Notice of Availability for Midway Site – Recommendation to Shortlist Development Teams to Focus on Due Diligence and Economic Analysis – This item would adopt a resolution expressing the Council’s preference to shortlist the responses from HomeTown SD, Midway Rising and Midway Village +, received in response to the City’s “Midway Notice of Availability” under the Surplus Land Act so that the City may conduct detailed due diligence and economic analysis with the three associated development teams.

Item 6 – Proposed Fiscal Year 2023 City of San Diego Affordable Housing Fund Annual Plan – This item would approve the Proposed Fiscal Year 2023 City of San Diego Affordable Housing Fund Annual Plan Program Activity Allocation of $57,437,558 in anticipated funds.

Pure WaterItem 1 – Pure Water – Second Amendment to the Agreement with Carollo Engineers, Inc. for Design Engineering Services for the North City Pure Water Facility (H176846) – This item would approve an extension of the contract term, not to exceed amount of $5,695,272, thus increasing the total amount of the agreement to $32,569,474 which will be utilized for construction support.


 


Item 2 – Pure Water Program – Amendment No. 1 to the Agreement with CH2M Hill Engineers, Inc. for Engineering Services for the Design of the North City Metropolitan Biosolids Center Improvements Project (H176825) – This action is for the approval of a contract extension of 5 years and a total not to exceed amount of $1,246,271, thus increasing the contract duration to 10 years and the total amount of the agreement to $6,297,361 which will be utilized for construction support services.


 


Item 3 – Amendment No. 1 to the As-Needed Engineering Services Agreements with Kleinfelder, Inc., for Contract 3 (H187008) and with HDR Engineering, Inc. for Contract 4 (H187009) – This action would add an additional $2,500,000 to each contract to support the Public Utilities Department, bringing the total amount not-to-exceed to $12,500,000 for each Agreement.


 


Item 4 – As-Needed Environmental Services Agreements – Contract 5 (H2125823) with Recon Environmental, Inc. and Contract 6 (H2125824) with Helix Environmental Planning, Inc –

Item 5 – Resolution in Support of Ending Oil and Gas Exploration in California – This item would adopt a resolution supporting Youth v. Oil’s position calling for legislation and lawful executive action for the phase out of oil and gas drilling in the State of California.


 


Item 6 – Amendment to Agreement with PMWeb, Inc. to Provide As-Needed Software Subscription Support for the PMWeb Software System for Pure Water Program (Sole Source #4265; RFP 10071388-16-H) – This item requests authorization to extend the as-needed Agreement with PMWeb Inc., for an additional five years, and increase the not-to-exceed amount by $1,000,000, to continue providing the PMWeb software that serves as a project management tool utilized by the Pure Water Program


 


Pt La Jolla ClosureItem 7 – Proposed Seasonal Closure of Point La Jolla and Boomer Beach - This action seeks City Council approval to amend the San Diego Municipal Code (SDMC) by adding a new provision making it unlawful to enter the Point La Jolla area, including a portion of Boomer Beach, during the closure period of May 1st to October 31st of each year for a period of seven years.

Item 8 – Pure Water Program Update - This is an informational item and the report provides an update on organizational changes, Pure Water Phase 1 and Phase 2 progress, regulatory activities, and upcoming Council Action Items.
