Tuesday’s City Council Meeting features two informational items that cover San Diego Community Power and an audit of the City’s financial condition. Discussion items will include the downtown development known as Tailgate Park and the establishment of an energy independence fund.

City Council Meeting – April 19, 2022 – 2 p.m.
Consent agenda
11 items on the consent agenda including a second reading of the No-Fault Eviction moratorium, funding for the FRED electric transport service and three Community Projects, Programs and Services (CPPS) funding allocations.
Proclamations
Item 30 – Earth Day 2022 observes a day celebrated by over a billion people around the world and began in 1970 as a long term endeavor to build a civilization that would be clean, healthy, prosperous and sustainable.
Item 31 – San Diego Native Plant Week 2022 recognizes the importance of local native plants to protect water quality and reduce erosion in our rivers and streams and have evolved with our natural fire frequencies and intensities.
Item 32 – Rotary Club of Southeast San Diego Day honors the organization in their dedication to service to youth across Southeastern San Diego.
Item 33 – Arab American Heritage Month recognizes Arab-Americans and their contributions to American society and seeks to combat harmful stereotypes and discrimination.
Discussion Agenda
Item 330 - Informational Update Regarding San Diego Community Power - San Diego Community Power is a nonprofit public agency and Community Choice Aggregation program, one of dozens that were formed across California over the last 10 years that provides cleaner electricity at competitive rates. This is an informational item to provide an update from San Diego Community Power including information on its initiation of residential service for City of San Diego customers in May 2022.
Item 331 - Performance Audit of the City’s Financial Condition as of Fiscal Year 2020 – This is an informational item from the Office of the City Auditor. The Office assessed the City’s Financial Condition with an objective to examine the City’s financial well-being in four areas—financial position, revenues, debt, and capital assets.
Item 332 - Authorize the City to Accept Additional Federal Emergency Rental Assistance Funds Allocated by the U.S. Department of the Treasury and from the State of California's Rental Assistance Program and Transfer to the Housing Commission for Continued Support of Housing Stability Assistance Program - The City’s COVID-19 Housing Stability Assistance Program (HSAP) helps to pay rent and utilities for household with low income in the City of San Diego (City) that experience financial hardship due to the ongoing COVID-19 pandemic. This would authorize the City to accept funds for housing assistance. This is the Housing Authority Companion item – HAR22-012
Item 333 – Creation of an Energy Independence Fund – The creation of an Energy Independence Fund is intended to provide the City a mechanism for reducing and potentially eliminating its reliance on investor-owned utilities for gas and electric utility services. Eligible expenditures for the Fund are:
- Payment of Pro Rate Partial Refund to terminate gas and electric franchise agreements with San Diego Gas & Electric
- Consulting, financial advising, or other professional services to study municipalization of gas and electric services; and City energy projects
Item 334 - East Village Quarter (Tailgate Park) Disposition and Development Agreement - Padres Development Team - The proposed Disposition and Development Agreement between the City and Tailgate Development, LLC, will provide for the disposition, acquisition and development of the City-owned East Village Quarter, known as Tailgate Park located between 12th and Imperial avenues, and K and 14th streets in the East Village neighborhood of Downtown San Diego consisting of approximately 5.25 net acres. This item would authorize the Mayor or designee to enter into the agreement.
