Councilmembers will consider declaring land in Mission Valley as “exempt surplus land” and selling it to Cal State University Board of Trustees for SDSU. A related public right of way easement will also be considered. There will also be four items on the Housing Authority Agenda.

Consent Agenda
24 items fill the Consent Agenda including the awarding of 15 contracts as part of the Community Projects, Programs and Services (CPPS) Funding. They also include appointments to the Mission Bay Park Committee, San Diego Housing Commission and San Diego County Water Authority.

Discussion Agenda
Item 330 - Salary Ordinance for Fiscal Year 2023 – The Salary Ordinance establishes compensation schedules of all officers and employees of the City of San Diego for Fiscal Year 2023 whether they are represented by one of the City’s six recognized employee organizations or are unrepresented. San Diego Charter section 290 requires that the Salary Ordinance be proposed by the Mayor for introduction to the City Council no later than April 15 each year. This item would approve the Salary Ordinance being presented by the Mayor to establish a schedule of compensation for officers and employees of the City of San Diego for Fiscal Year 2023.
Item 331 - Amendments to Municipal Code Chapter 6, Article 6, Divisions 1 and 7 for Senate Bill 1383 Organic Waste Requirements and Related Solid Waste Management Franchise Provisions – Senate Bill 1383, enacted in 2016, targets a 75% reduction in the statewide disposal of organic waste by 2025 and mandates residential and commercial organic waste collection and recycling beginning January 1, 2022. This item would authorize amendments to the Refuse Division and the City of San Diego Recycling Ordinance Division in the Municipal Code to include organic waste collection services and other requirements in accordance with State law.
Item 332 - Declare 2.041 Acres of City-owned Real Property on San Diego Mission Road, San Diego, CA “Exempt Surplus Land” Pursuant to California Government Code Section 54221(f)(1)(D-E) and Authorize the Sale of the Property to The Board of Trustees of the California State University, the State of California acting in its Higher Education Capacity on Behalf of San Diego State University – This item would declare 2.041 acres of City-owned real property on San Diego Mission Road, San Diego, “exempt surplus land” and authorize the sale of the property and reservation of a sewer easement and access easement benefitting the City, to The Board of Trustees of the California State University, the State of California acting in its higher education capacity on behalf of San Diego State University
Item 333 - Authorization for the Public Facilities Financing Authority of the City of San Diego Sewer Revenue Bonds, Series 2022A Preliminary Official Statement (PFFA Companion Item FA-1) – This item will authorize the form and distribution of the preliminary Official Statement (POS); and the execution, delivery, and distribution of the Official Statement for the 2022 Sewer Revenue Bonds. The POS is a document that provides information about the City’s Wastewater System and the Public Facilities Financing Authority of the City of San Diego Sewer Revenue Bonds that potential investors would require for the bond sale.
Item 334 - SDSU Mission Valley Campus Public Right-of-Way Vacation and Public Service Easement Vacations and Reservations located at 9449 Friars Road – Project No. 665002. (Rev. 4/7/22) – This item would approve all actions necessary to vacate various public service easements and portions of public right[1]of-way and reserve a general utility and access easement along Friars Road, Mission Village Drive, and San Diego Mission Road located north of the San Diego State University Mission Valley Campus located at 9449 Friars Road within the Mission Valley Community Plan.
HA 1 - Amendment to the San Diego Housing Commission’s Agreement for Property Management Services with Hyder & Company, dba Hyder Property Management Professionals, for Kearny Vista Apartments – This item would authorize an amendment to the San Diego Housing Commission’s agreement with Hyder & Company to provide property management services at Kearny Vista Apartments, 5400 Kearny Mesa Road, San Diego, California 92111. It would extend the term of the agreement for an additional eight-month period of May 1, 2022, through December 31, 2022, increasing the maximum compensation for the amended term of the agreement in the amount of $519,804 for a maximum total amount of $769,804 with a one-year renewal option at the Housing Commission’s sole discretion.
HA 2 - Amendment to the San Diego Housing Commission’s Agreement for Property Management Services with Hyder & Company, dba Hyder Property Management Professionals for Valley Vista Apartments - Authorize an amendment to the San Diego Housing Commission’s agreement with Hyder & Company to provide property management services at Valley Vista Apartments, 1865 Hotel Circle South, San Diego, California 92108. It would extend the term of the agreement for an eight-month period of April 16, 2022, through December 31, 2022, increasing the maximum compensation for the amended term of the agreement in the amount of $554,100 for a maximum total amount of $804,100 with a one-year renewal option to be exercised at the Housing Commission’s sole discretion.
HA 3 - Approval of the Contract between the San Diego Housing Commission and Catholic Charities Diocese of San Diego to Operate the City of San Diego Women’s Interim Housing Program - Approve an operating agreement with Catholic Charities Diocese of San Diego in the amount of $339,701 which includes $100,000 for one-time startup expenses, for a term of April 13, 2022, through June 30, 2022, with three one-year options for renewal, for the operation of the City of San Diego Women’s Interim Housing Program at 825 7th Ave., San Diego, 92101.
HA 4 - San Diego Housing Commission Semi-Annual Grant Report July 1, 2021, through December 31, 2021 - This report has been prepared in response to the Housing Authority of the City of San Diego’s Resolution Number HA-1569 granting the San Diego Housing Commission authority for a number of grant-related activities and requiring submission of a semi-annual report of all grant activity. This report includes information on competitive grants, non[1]competitive grants and direct allocations to the Housing Commission, and pass-through funds from the City of San Diego.
