Joseph Picek, PhD, CIA

PRINCIPAL PERFORMANCE AUDITOR

Joseph Picek joined the Office of the City Auditor in September 2017. He has managed audits of the San Diego Housing Commission’s property acquisitions and homelessness services contract management. He was the lead auditor on the Performance Audit of Workplace Safety and Workers’ Compensation, which found opportunities to improve the City’s workplace safety programs and potentially avoid workers’ compensation claims, the Performance Audit of CARES Act Funding, which identified $1.118 million in overcharging by a City vendor, and the Performance Audit of SDPD's Data Analysis, which found opportunities to improve the use of data for evaluating operations. He also worked on the Performance Audit of the Public Utilities Department's Advanced Metering Infrastructure Implementation, which found significant deficiencies in management and staffing, and the Performance Audit of Community Planning Groups, which found a lack of oversight and guidance for the groups.

Prior to his time with the City, he conducted research into international policy and taught introductory and advanced college courses. He has advanced skills in quantitative and qualitative research methodologies. Joseph is a Certified Internal Auditor with has a PhD in Political Science from the University of California, Davis and a Bachelor of Arts in International Studies from the University of Chicago.
