Bridge to Home
The Bridge to Home Program was launched by Mayor Todd Gloria as part of his effort to produce more homes that are affordable for all San Diegans. Bridge to Home Program provides gap financing to qualified developers to make affordable housing projects a reality to create homes for families and individuals who can’t afford market-rate housing — including many who are at risk or currently experiencing homelessness. Funding is provided through a rolling Notice of Funding Availability (NOFA) providing up to $80 million during the next three fiscal years (FY21-FY23).
Because the need for affordable housing is so great, the Economic Development Department created a two-prong process that would expeditiously get funding out to developers without a heavy administrative burden: Request for Qualification and Notice of Funding Availability.
Bridge to Home Notice of Funding Availability (NOFA)
Round One
The City was in a unique position to be able to offer its first NOFA due to an influx of funding of sale proceeds from Redevelopment assets (LMIHAF), SB2 Permanent Local Housing Allocation (PLHA), and Community Development Block Grant (CDBG) program income.
NOFA was issued, on May 7, 2021, to 15 development teams deemed qualified through RFQ process or those partnering with a qualified development team. Round 1 of NOFA funding contained approximately $33M and focused on the following key objectives:

Leverage of limited resources and incentive programs by maximizing quality unit production

Enhancing built-environment by revitalizing neighborhoods through catalytic economic impact
3
And last but most importantly — investing in people who need it most — those at 80% AMI or less and those at risk or experiencing homelessness

NOFA responses were due by July 16, 2021 and the City received 16 proposals from qualified developers totaling $89 million in requests.
Seven projects were recommended for Round One funding as detailed in Nov. 17, 2021 Economic Development and Intergovernmental Council Committee. Communities of Concern, mobility, and capacity building were prioritized. Recommended projects are located in Council Districts 3, 5, 8, and 9 and will create or rehab 662 affordable apartment homes.
Each recommended project will come to City Council for consideration and approval of an Owner Participation Agreement (OPA) or Affordable Housing Loan Agreement. Approved project documents can be found here:

Round Two
Bridge to Home Notice of Funding Availability (NOFA) Round Two NOFA consisting of $20 million was issued on May 3, 2022 to all qualified development teams that were not funded in Round One. Three projects were recommended for Round Two of funding as detailed in Sept. 7, 2022 Economic Development and Intergovernmental Council Committee. Communities of Concern, mobility, and capacity building were prioritized. Recommended projects are in Council Districts 4, 8, and 9 and will create or rehab 242 affordable apartment homes.
Each recommended project will come to City Council for consideration and approval of an Owner Participation Agreement (OPA) or Affordable Housing Loan Agreement. Approved project documents can be found here:

Round Three
Round 3 Bridge to Home NOFA is released on August 4, 2023. The amount of funding available is approximately $20M and is comprised of Low and Moderate Income Housing Asset Funds (LMIHAF), Permanent Local Allocation Funds (PLHA), HOME Investment Partnership Program (HOME), and Community Development Block Grant (CDBG).

Applicant's development team must have passed the City's August 4, 2023 RFQ Update or be the 2023 RFQ Addendum's attached list of developer's that were pre-qualified through the December 8, 2020 RFQ requirements - RFQ: Affordable Housing Developers.
NOFA applications are due by 5:00 p.m. (PDT) on Friday, October 6, 2023.
