Storm Water Pollution Prevention Division:
Water Monitoring

The Monitoring Section is responsible for implementing components of both permit and non-permit compliance programs. To assist with the Municipal Storm Water Permit components, we perform Dry Weather Monitoring of the storm drain system, coastal monitoring of our beaches and lagoons, illicit discharge detection elimination investigations and the Industrial Inspection Program. These programs require the monitoring and sampling of the storm drain system and receiving waters to assess water quality and to find unauthorized discharges to the storm drain system. When unauthorized sources are found, they are documented and referred to Code Enforcement for action. Additionally, the Monitoring Section is responsible for special projects. The Monitoring Section is involved in the initial development of the Total Maximum Daily Loads (TMDLs) when receiving waters are identified as not meeting water quality standards and listed on the Federal Clean Water Act 303(d) List. Other special projects are implementing Cleanup and Abatement Orders and other enforcement orders issued by the San Diego Regional Water Quality Control Board, Region 9.
