Item 600 — An Ordinance Setting Aside a Certain Portion of Dedicated City parkland, Commonly Known as Palm Ridge Park (APN 631-271-01), for the Opening and Maintenance of a City Street Under San Diego Charter Section 55 in conjunction with the Palm Avenue Interstate 805 Interchange Project CIP S-00869
Item 601 — Approval of Retiree Health Administration Contract Between the City of San Diego and Benefit Outsourcing Solutions, Inc.
This action requests authorization to execute a contract between the City of San Diego and Benefit Outsourcing Solutions, Inc. for Retiree Health Administration Services for a maximum of $1 million per year of the contract. The term of the Contract is for a period of three years beginning on the Effective Date. The City may extend this Contract for seven additional one-year periods.
Item 602 — Auburn Park Apartments - Assignment, Assumption and Amendment to Loan Documents
The proposed Assignment, Assumption and Amendment to Loan Documents, by and among the City of San Diego, Auburn Park Family Housing, LLC, and Auburn Park II, LP will accommodate the rehabilitation of the Auburn Park Apartments, an affordable housing project located at 5085-5173 University Avenue in the Mid-City – City Heights Community Plan Area.
The project will renovate the existing 69 residential units, including 67 units affordable to extremely-low-income to low-income households, retain the affordability levels, extend the loan term and affordability for 55 years from completion of the renovation, with no additional funding from the City or the San Diego Housing Commission.
Item 603 — Approval of an Affordable Housing Loan Agreement with Humble Heart LP
The proposed Loan Agreement between the City of San Diego and Humble Heart LP, provides a loan for the Humble Heart affordable housing project in an amount not to exceed $1,229,266. The Project is located at 4341 El Cajon Boulevard in the City Heights Mid-City Community Plan Area. The Project will include new construction of 73 residential units (i.e., studios, one-, two-, three-, and four-bedroom units), with 72 units affordable on a long-term basis to 30% to 60% Area Median Income (AMI) households. The City Loan will go exclusively towards funding the development of the 30% AMI-restricted units. One manager’s unit will not be subject to affordability restrictions.
Item 604 — Approval of a Subrecipient Grant Agreement Between the City of San Diego and the San Diego Housing Commission for Grants in an Amount Not-to-Exceed $5,000,000 in Prohousing Incentive Pilot Program Funds and $921,281 in HOME-ARP Funds for the Pacific Village Affordable Housing Project
The City of San Diego has received an allocation of funds from the U.S. Department of Housing and Urban Development under the American Rescue Plan Act of 2021 (ARP) for the HOME Investment Partnerships (HOME) program (collectively, HOME-ARP). Additionally, the City received a State of California Prohousing Incentive Pilot Program grant in the amount of $5 million to be used as a leveraged local match for the development of the Pacific Village Homekey project.
The proposed Subrecipient Grant Agreement between the City and the San Diego Housing Commission provides a HOME-ARP grant for the Ramada Inn Project, now known as the Pacific Village Project, in an amount not to exceed $921,281, as well as $5 million Prohousing Incentive Pilot grant for the project, which is located at 3737-3747 Midway Drive, in Council District 2. The Pacific Village Project will support the acquisition and rehabilitation of a former Ramada Inn to include 62 affordable rental housing units for people experiencing homelessness with income up to 30% of San Diego’s Area Median Income and one manager’s unit.
