Contractor General Information

To better serve the Contracting Community, the City of San Diego is pleased to provide the links below for general construction related information about its Capital Improvements Program (CIP). The City's Purchasing & Contract (P&C) Department initiates and prepares bid packages, advertising, coordinates job walks, and bid openings for all of the City's public works construction projects. P&C also, verifies liability insurance, worker compensation, bonds, determines low bidder and handles any bidder inquiry or protest associated with the bidding process. Upon execution of the construction contracts, an Advance Notice to Proceed is then issued to Field Engineering Division (FED) who is responsible for managing the City's construction contracts. FED will then schedule a pre-construction meeting and issues the notice to proceed to the contractor. Purchasing & Contract Department is located at:
