Community Development Block Grant Application Process

Community Development Block Grant (CDBG) 
The Community Development Block Grant (CDBG) is a U.S. Department of Housing and Urban Development (HUD) Entitlement Grant that the City receives to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. The City of San Diego Economic Development Department administers these funds to partner organizations to support projects and programs that serve City of San Diego communities. Interested organizations can apply for this funding on an annual basis via the CDBG Annual NOFA process.
CDBG Annual NOFA
The City awards a portion of its annual CDBG funding through a Notice of Funding Availability (NOFA). The process generally includes a Request for Qualifications (RFQ) followed by a Request for Proposals (RFP) phase for organizations determined qualified through the RFQ. Organizations may join the CDBG email distribution list to receive updates about current and upcoming funding opportunities.

Fiscal Year 2028 CDBG NOFA
The City of San Diego’s Fiscal Year 2028 Community Development Block Grant (CDBG) Notice of Funding Availability (NOFA) is now open, beginning with the Request for Qualifications (RFQ) phase.
Organizations interested in applying for FY 2028 CDBG funding must first complete and submit an RFQ through ED Grants. The RFQ helps the City determine whether prospective applicants have the organizational capacity, experience, financial readiness, and administrative systems needed to successfully manage CDBG funding.
The FY2028 RFQ is due Friday, November 6, 2026, at 5:00 p.m. PST.

If your organization is new to CDBG, new to City funding, or simply wants a clearer understanding of the process, join us for the FY2028 Are You CDBG-Ready? RFQ Workshop. The workshop will provide an overview of the CDBG Program, walk through the FY2028 RFQ requirements and application materials, highlight key readiness considerations, and explain what organizations should know as they prepare their RFQ response.
Need Additional Help?
Organizations may schedule one 30-minute virtual RFQ Technical Assistance appointment with City staff for additional help understanding the RFQ process, required supporting documents, ED Grants, and other questions related to preparing an RFQ response.
Technical Assistance appointments are available October 12 through October 23, 2026, on a first-come, first-served basis.

CDBG Policies and Regulations
Council Policy 700-02 — This policy establishes the general guidelines by which the City will select and implement activities utilizing CDBG funds.
HUD Regulations — The U.S. Department of Housing and Urban Development has a set of regulations that must be followed in order to be eligible for CDBG funding.
2 CFR Part 200 — All federal fund subrecipients shall comply with the policies, guidelines, and requirements of 2 CFR Part 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards), which supersedes OMB Circulars A-110, A-122, and A-133.
