Bridge to Home: RD 4 NOFA
The Bridge to Home Program was launched by Mayor Todd Gloria as part of his effort to produce more affordable homes for all San Diegans. The program provides gap financing to qualified developers to make affordable housing projects a reality and create homes for families and individuals who can’t afford market-rate housing—including many at risk or currently experiencing homelessness. Funding is provided through a rolling Notice of Funding Availability (NOFA), which has resulted in over $66 million of funding awards to provide 1,384 new affordable rental apartment homes.
Because of the great need for affordable housing, the Economic Development Department created a two-pronged process that would expeditiously distribute funding to developers without a heavy administrative burden: a Request for Qualification and a Notice of Funding Availability.

Round Four
Round 4 Bridge to Home NOFA is released on July 11, 2024. The amount of funding available is $20M of Low and Moderate Income Housing Asset Funds (LMIHAF).

The applicant's development team must have passed the City's August 4, 2023 RFQ Update, be on the 2023 RFQ Addendum’s attached list of developers that were pre-qualified through the December 8, 2020 RFQ, or submit RFQ qualifications for consideration by August 30, 2024 and be deemed eligible. NOFA applications are due by 5:00 p.m. (PDT) on Friday, September 13, 2024.

Round Three
Round 3 Bridge to Home NOFA was released on August 4, 2023. The funding available was approximately $20M and comprised of Low and Moderate Income Housing Asset Funds (LMIHAF), Permanent Local Allocation Funds (PLHA), HOME Investment Partnership Program (HOME), and Community Development Block Grant (CDBG).
The applicant's development team must have passed the City's August 4, 2023 RFQ Update or be on the attached 2023 RFQ Addendum list of developers that were pre-qualified through the December 8, 2020 RFQ requirements - RFQ: Affordable Housing Developers.
NOFA applications were due by 5:00 p.m. (PDT) on Friday, October 6, 2023.

Round Two
Bridge to Home Notice of Funding Availability (NOFA) Round Two for $20M was issued on May 3, 2022, to all qualified development teams not funded in Round One. Three projects were recommended for Round Two of funding as detailed in the September 7, 2022, Economic Development and Intergovernmental Council Committee. Communities of Concern, mobility, and capacity building were prioritized. Recommended projects are in Council Districts 4, 8, and 9 and will create or rehab 242 affordable apartment homes.
Each recommended project was presented to City Council for consideration and approval of an Owner Participation Agreement (OPA) or Affordable Housing Loan Agreement. Approved project documents can be found here:

Round One
The City was in a unique position to offer its first NOFA due to an influx of funding of sale proceeds from Redevelopment assets (LMIHAF), SB2 Permanent Local Housing Allocation (PLHA), and Community Development Block Grant (CDBG) program income.
The NOFA was issued on May 7, 2021, to 15 development teams deemed qualified through the RFQ process or those partnering with a qualified development team.

NOFA responses were due by July 16, 2021, and the City received 16 proposals from qualified developers totaling $89 million in requests.
Seven projects were recommended for Round One funding, as detailed in the November 17, 2021, Economic Development and Intergovernmental Council Committee. Communities of Concern, mobility, and capacity building were prioritized. The recommended projects are located in Council Districts 3, 5, 8, and 9 and will create or rehab 662 affordable apartment homes.
