Executive Director Hiring Process

The Commission on Police Practices (CPP) is hiring a permanent Executive Director (ED) through a collaboration between community members, CPP Commissioners, and the San Diego City Council. The San Diego City Council created an Ad-Hoc Committee on the Recruitment of the CPP ED. This committee consists of six members in total, four CPP Commissioners and two San Diego City Council members. The members are Commissioners Dennis Brown, Darlanne Hector Mulmat, Clovis Honoré, and James Justus, and Councilmembers Marni Von Wilpert and Raul Campillo.

The Ad-Hoc Committee met for the first time on February 28th and focused on finalizing the job bulletin, interview process, and screening committee. You can view the staff presentation and the meeting recording. The Ad-Hoc Committee met for a second time on April 23rd where they received updates on the ED hiring process. The CPP hosted a Community Forum on March 16th that focused on capturing the community's input on the qualities and qualifications desired in the permanent ED. The CPP also created and distributed an online survey in both English and Spanish to gather additional feedback. Input gathered from the community helped shape the interview questions for the candidates.

The applications for the ED opened on March 1st and closed on March 31st (View job posting). Thirty-six candidates applied for the position and six candidates were selected for an interview. The interview process includes four phases:

Screening

Screening applications was done by Commissioners Dennis Brown and Darlanne Hector Mulmat, the City’s Talent Acquisition Manger and staff, and the CPP Interim Executive Director Danell Scarborough.

Community Interview Panel

An interview panel consisting of members of the diverse communities of San Diego was identified. The panel included:

  • Francine Maxwell
  • Nicole Murray Ramirez
  • Andrea St. Julian
  • Alex Villafuerte

The community panel interviews took place on April 13th, 2024, and focused on interviewing the six selected candidates and making recommendations for the Ad-Hoc Committee.

Ad-Hoc Committee on the Recruitment of the CPP Interview (5/23/24)

The Ad-Hoc committee interviewed candidates in closed session on May 23rd, 2023 and selected the finalists who will move forward to the final interview with the San Diego City Council on June 3rd, 2024. Finalists selected will not be shared publicly.

San Diego City Council Interview (6/3/24)

The San Diego City Council will interview the final candidates in closed session on June 3rd, 2024, and select the next CPP Executive Director.

San Diego City Council Appointment (6/24/24)

SAVE THE DATE - The San Diego City Council is expected to appoint the selected ED in open session during the June 24th , 2024 City Council meeting. Community members can share feedback on the newly appointed ED during the appointment process.
